UNICEF’s Emergency Specialist (Anticipatory Action) works under the direction of the Emergency Specialist (Anticipatory Action Lead) and in partnership with the Chief, Innovative Finance for Children (IF4C) and the Senior Climate Adviser. The role leads the management and implementation of the insurance‑backed anticipatory action (AA) programme, providing technical, operational and coordination support to ensure effective delivery.

Responsibilities

Program management and coordination of the AA initiative.

Technical leadership and support for trigger development and risk analytics.

Providing support to country offices for programme implementation.

Monitoring, learning, reporting and knowledge management of programme activities.

Contributing to UNICEF’s broader Anticipatory Action and Disaster Risk Finance (DRF) work streams.

Minimum Requirements / Qualifications

Master’s or equivalent advanced university degree in international development, disaster risk management, humanitarian affairs, economics, public policy, or a related field.

Minimum five years of relevant professional experience in humanitarian action, anticipatory action, disaster risk management, disaster risk finance or related fields.

Experience in programme coordination and multi‑stakeholder engagement.

Demonstrated exposure to risk analysis, trigger development or early warning systems.

Experience supporting country offices and managing programme implementation.

Experience in monitoring, reporting and knowledge management.

Experience in budget tracking or financial monitoring.

Fluency in English is required.

Desirable Qualifications

Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish).

Familiarity with innovative financing mechanisms or data‑driven approaches.

Relevant experience at country level, especially in development, fragile settings and humanitarian contexts.
