UNICEF''s mandate is to promote the rights of every child, with a strong focus on equity and reaching the most vulnerable. As climate-related shocks increase in frequency, anticipatory action (AA) has emerged as a critical approach to enable early, risk-informed interventions that reduce humanitarian needs and protect development gains. Through the Today and Tomorrow Initiative (TTI), UNICEF combines resilience-building with innovative disaster risk financing instruments, including parametric insurance, to ensure timely and predictable support to children.

The insurance-backed AA programme represents a major expansion of this approach, implemented in coordination with key partners such as OCHA, and WFP, leveraging shared risk analytics, joint frameworks, and coordinated delivery.

How can you make a difference?

Under the direct supervision of the Emergency Specialist (Anticipatory Action Lead), and co-supervision of Chief, Innovative Finance for Children (IF4C) and Senior Climate Adviser, the Emergency Specialist (Anticipatory Action) is responsible for leading the management and implementation of the insurance-backed anticipatory action (AA) programme.

The role provides technical, operational, and coordination support to ensure effective programme delivery, with a particular focus on:

1. Programme Management and Coordination

2. Technical Support and Leadership on Trigger Development and Risk Analytics

3. Support to Country Offices and Programme Implementation

4. Monitoring, Learning, Reporting and Knowledge Management

5. Contribution to UNICEF Broader Anticipatory Action and Disaster Risk Finance (DRF) Work streams

To qualify as an advocate for every child you will have...

Minimum requirements:

Education:

Master or equivalent (Advanced University Degree) in international development, disaster risk management, humanitarian affairs, economics, public policy, or a related field.

Work Experience:

Minimum 5 years of relevant professional experience in humanitarian action, anticipatory action, disaster risk management, disaster risk finance or related fields is required.

Experience in programme coordination and multi-stakeholder engagement Demonstrated exposure to risk analysis, trigger development, or early warning system

Experience supporting country offices and programme implementation

Experience in monitoring, reporting, and knowledge management

Experience in budget tracking or financial monitoring is required.

Language Requirements:  Fluency in English is required.

Desirables:

Language:  Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish)

Familiarity with innovative financing mechanisms or data-driven approaches is an asset.

Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
