Job DescriptionDo you enjoy working with people, solving problems, and managing multiple priorities in a fast-paced environment? In this role, you will review permits, construction plans, and related documents to help ensure projects meet Oregon Department of Transportation (ODOT) requirements and safety standards. You will work closely with the public, utilities, construction companies, engineers, and other partners to answer questions, provide guidance, and find practical solutions.
The ideal candidate has experience reading plans and maps, delivering strong customer service in demanding situations, using computer systems to research information, and staying organized while balancing deadlines with attention to detail.
- Coordinate with internal and external professionals to ensure compliance with laws and plans.
- Attend meetings and assist local planning departments with permits, plan reviews, and recommendations.
- Provide forms and information to permit applicants; process utility, road approach, and other types of permits.
- Make recommendations on the advisability of granting permits.
- Make field visits to meet the needs of applicants and ODOT requirements.
- Research and resolve issues on right‑of‑way encroachments, illegal signs, and other situations.
- Use engineering practices to review construction plans, calculations, locations, and other data.
- Develop custom project provisions and specifications for permit requirements.
- Conduct final inspections, approve construction, and assure highway facilities are restored to original condition.
- Maintain records, files, maps, drawings, and permit tasks.
- Work both in office and field; may work irregular hours including nights, weekends, and emergencies.
- May be required to walk on rough terrain and be exposed to hazardous traffic, construction, or weather conditions.
- Three years of experience in engineering in construction inspection, surveying, and/or permitting;
- OR an associate degree in civil or transportation engineering and one year of engineering technician experience;
- OR a bachelor’s degree in civil or transportation engineering;
- OR an equivalent combination of experience, education, and training.
Driving is an essential function. You must have a valid U.S. driver license and an acceptable driving record. We will conduct pre‑employment driving record checks on final candidates.

- Experience communicating with peers, managers, and the public in a timely manner.
- Experience providing customer service to those who disagree with plans or projects.
- Experience using computer programs to research tax lots and maps.
- Attention to detail and ability to manage, prioritize, and complete multiple projects with conflicting deadlines.
- Ability to work independently and manage time effectively.
