Permit Specialist
Engineering Specialist 2 – Permit Specialist, Oregon Department of Transportation Deliver & Operations Division – Region 3 District 7 Roseburg.
Salary Range: $5,008 – $7,770 per month (non‑PERS). Eligible PERS employees may receive an additional 6% increase.
Responsibilities- Coordinate with internal and external professionals to ensure compliance with laws and plans.
- Attend meetings and assist local planning departments with permits, plan reviews, and recommendations.
- Provide forms and information to permit applicants.
- Process utility, road approach, and other types of permits.
- Make recommendations on the advisability of granting permits.
- Conduct field visits to address applicant needs and meet ODOT requirements.
- Collaborate with managers and others to research and resolve issues such as right‑of‑way encroachments or illegal signs.
- Apply engineering practices to review construction plans, calculations, locations, and related data.
- Develop custom project provisions and specifications for permit requirements.
- Make final inspections, approve construction, and ensure highway facilities are restored to original condition.
- Maintain records, files, maps, drawings, and permit task lists.
- Work in both office and field environments; may work irregular hours, including nights, weekends, and emergencies.
- Potential exposure to rough terrain, hazardous traffic, construction activity, and adverse weather conditions.
- Three years of experience in the field of engineering in construction inspection, surveying, and/or permitting.
- OR an associate degree in civil or transportation engineering and one year of engineering‑technician experience.
- OR a bachelor’s degree in civil or transportation engineering.
- OR an equivalent combination of experience, education, and training.
Related experience, education, and training may include construction management, forestry, geography, geology, geomatics, mathematics, physics, remote sensing, and urban planning.
Special Qualifications- Driving is an essential function of this position. A valid U.S. driver’s license with an acceptable driving record is required; pre‑employment driving‑record checks will be conducted.
- Experience reading plans, standard drawings, and permits.
- Experience communicating with peers, managers, and the public in a timely manner.
- Experience providing customer service to those who disagree with plans or projects.
- Experience with computer programs to aid in researching tax lots and maps.
- Strong attention to detail with the ability to manage, prioritize, and complete multiple projects with conflicting deadlines.
- Ability to work independently with effective time‑management skills.
