Job Title
Job description and main duties:
Under the hierarchical authority of the Director (f/h) Public Procurement and Legal Affairs, under the functional authority of the Jurist (f/h) of the Public Procurement and Legal Affairs cell, the main duties include:
- Implementing procedures in compliance with public procurement rules
- Listing expiring contracts and new needs
- Updating the monitoring table of public contracts
- Managing the schedule of procurement procedures
- Controlling the preliminary evaluation of needs
- Participating in the planning and programming of public procurement
- Formalizing or helping to formalize the main characteristics of the consultation to be launched
- Validating the consultation sheets developed by the operating services
- Accompanying services and elected officials on procedures for putting out to tender and forms of public contracts
- Reporting to the Director on the progress of files
- Writing contractual and administrative pieces for contracts using the software in line with technical pieces communicated by the operating services
- Writing and following up on letters related to the award of contracts
- Accompanying operating services in the analysis of offers
- Organizing and holding opening and award meetings
- Understanding procedural deadlines
- Controlling analysis reports from services
- Providing and transmitting notices of publicity
- Preparing files for transmission to the legal compliance check
Secondary activities include:
- Participating in management meetings
- Implementing the award of contracts of varying complexity (concourses, concessions, PPP, DSP, etc.)
- Accompanying and sensitizing services and elected officials on legal risks in public procurement
- Distributing information related to internal procedures concerning public procurement
- Updating monitoring tables of procedures
- Providing essential data and compiling a register of contracts

Special Working ConditionsPosition open on the following grades of the Territorial Public Service:
Clerk, Senior Clerk 1st Class, Senior Clerk 2nd Class
Art. L332-8 disposition 2 of the general code of the public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no application from a civil servant has been successful. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
