Horticulturist

Summary

This is responsible supervisory work involving responsibility for planning, coordinating, and directing solid waste crews engaged in refuse collection, recycling, marketing and disposal activities. Assigns areas of work and performs frequent field inspections to ensure that collection standards and departmental goals are met. Work is performed under the general direction of the Solid Waste Manager and the Public Works Director.

Supervises the work of all residential solid waste collection and recycling crews throughout the City; plans and supervises method of operation; checks progress of work and resolves special problems or complaints.

• Serves as the Solid Waste Manager in the Manager's absence.
• Assists in providing direction for operations and maintenance of all Division functions.
• Analyzes and evaluates operation and maintenance functions.
• Develops plans and procedures for efficient operations and provides input for future requirements.
• Recommends specifications for major equipment and materials purchased.
• Maintains effective communications and working relationships with employees, government officials, and the general public.
• Monitors expansion of the City boundaries through the annexation process and ensures timely delivery of Solid Waste services to newly annexed areas.
• Responsible for the Solid Waste Division's promotion and publicity and public education activities, coordinating with the City's Marketing Department.
• Works with the Recycling Coordinator to provide continuous analysis and upgrading the City's recycling program in order to maintain effective services and to achieve mandated waste reduction goals.
• Hires, evaluates, and disciplines employees.

Training and

Experience:

Associate’s Degree in Environmental Sciences, Public Administration, or a closely related field and five years of experience in work relating to solid waste collection and/or solid waste operations, three of which at a supervisory level; or an equivalent combination of training and experience.

Knowledge, Skills, and Abilities: Considerable knowledge of modern principles, practices and techniques of solid waste collection and disposal. Knowledge of current developments and laws in the field of solid waste collection and disposal. Ability to plan, schedule and supervise the work of solid waste collection and recycling crews. Ability to establish and maintain records and prepare operating reports. Ability to express oneself clearly and concisely, orally and in writing.

Proven knowledge of personnel scheduling.

Work Environment: 60% inside a climate-controlled building. 40% outside, which may include driving.

Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The work requires frequent repetitive motions and occasional bending/stooping, fine manipulations and reaching. Rarely, the work requires climbing, grasping, kneeling, pushing, light lifting/carrying of objects weighing 15 pounds and under, moderate lifting/carrying of objects weighing 15 to 44 pounds, and heavy lifting of objects weighing 45 pounds and over.

Enough to understand what others are saying in normal conversation in person, on the telephone, ability to detect specific noises, and the proper equipment operation. Speaking:
Enough to communicate orally with others in person, on the telephone, and while giving formal presentations to groups. Seeing:
Enough to see and read computer screens, operate a vehicle, and read fine print.

Driving Requirements: The work requires frequent driving and possession of a valid Florida Class 'E' Driver's License. On rare occasions, the work requires operation of a truck or tractor weighing 8,000 lbs or more, but less than 26,001 lbs and is more than 80 inches wide; and operation of any tractor/trailer combination that has an actual weight or declared weight of 26,001 lbs or more.
