Douglas County Parks Department - Inland
Full-time position available with a competitive full‑family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

Job Summary

This position performs specialized duties in areas of planning, coordination, and personnel management. It supports the programs of the Parks Department and supervises park caretaker staff. The position also supports the Parks Operation Manager in the day‑to‑day operations of the parks system.

Essential Functions
  • Participate in program management and coordination, planning and park site preparation. Coordinate, evaluate, and administer program policy for large special events held in County parks.
  • Provide field layout for projects; oversee the technical aspects of projects. Prepare specifications and requisitions, field purchase orders for procurement of materials, equipment, parts, and services.
  • Inspect park areas and assess needs. Jointly with park management staff, identify and prioritize work projects; evaluate needed materials and equipment; assign employees to projects.
  • Supervise park caretakers; set up regular work schedules; review progress; offer assistance as needed; determine best solutions when problems arise. Assume final accountability for work performed within unit. Involved in selecting, training, and evaluating staff. Purchase materials and supplies. Interpret policy and procedures.
  • Coordinate, evaluate, administer and/or attend large special events held at County parks.
  • Monitor park water systems; systematically collect samples and submit for testing.
Skills and Qualifications

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:

  • Bachelor's degree in business management, park administration, planning, landscape design, or architecture with two years progressively responsible work experience in management or planning which includes some supervisory experience.
Desirable Qualifications
  • Experience performing park operation tasks (landscaping, general carpentry, general plumbing, general electrical, general irrigation, tractor or big equipment experience, etc.)
  • Oregon Pesticide Applicator License
  • Cost estimating or maintenance management program experience
  • Certificate in small water and/or sewer systems
  • Safety Program/Training experience
  • General office computers and software
  • Task Management Software or tools
  • CDL or Ability to obtain one

In addition to the above requirements, applications will receive further screening based on their knowledge of policies, techniques, procedures, materials and equipment applied to park and recreational programs, goals, and objectives; considerable knowledge of objectives, principles, practices and techniques of administration including personnel management; reasonable knowledge of safety management. Ability to: communicate effectively in both oral and written forms; gather, assemble, and analyze data for department operations and programs;

establish and maintain records, reports; make decisions independently in accordance with established policy and procedures, and use initiative and judgment in completing tasks and responsibilities; supervise support staff; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high‑pressure situations; courteously meet and deal effectively with other employees, agency representatives, advisory boards, engineers, architects, planners, other park and recreation professionals and the public.
