Job Overview
The Village of Roselle, Illinois seeks a full-time Engineering Manager in the Development and Engineering Services Department. This position performs engineering work involving the administration, management, and supervision of the Village’s Capital Improvement Program, as well as the design, construction, and inspection of public infrastructure projects.
What You’ll Do Capital Planning & Project ManagementLeads long‑term capital planning, budgeting, and delivery of municipal infrastructure projects including roads, storm sewers, water distribution, sidewalks, utilities, and related public improvements from planning through construction and closeout. Oversees schedules, budgets, bidding, permits, property acquisition, contractor coordination, inspections, pay requests, change orders, and compliance with Village standards and regulations.
Engineering Review & CompliancePrepares, reviews, and administers engineering plans, specifications, contracts, cost estimates, permits, and technical documents for public and private development projects. Ensures compliance with Village codes, ordinances, stormwater requirements, floodplain regulations, NPDES permits, and applicable local, state, and federal laws, and maintains and updates infrastructure standards, specifications, and policies.
Construction Oversight & Field OperationsOversees construction inspection and resident engineering activities for public works and private development projects, ensuring work conforms to approved plans, safety standards, and engineering requirements. Resolves field issues, maintains project documentation, coordinates final inspections and project acceptance, and provides technical support to staff, contractors, consultants, property owners, and the public.
What We’re Looking For- Bachelor’s degree in civil engineering or a related field.
- Valid driver’s license.
- Illinois Registered Professional Engineer (PE) at time of employment.
- Minimum of five (5) years of progressively responsible experience in public works or civil engineering, including at least three (3) years in a supervisory role.
- IDOT Documentation Certification or ability to obtain certification within twelve (12) months of hire.
This position offers a competitive salary range of $105,826 – $148,157, along with a comprehensive benefits package that includes tuition reimbursement, paid parental leave, participation in the Illinois Municipal Retirement Fund (IMRF), and vacation and sick leave benefits.
