An electric utility client is looking for a Technical Project Manager with proven communication, analytical, and problem‑solving skills to help maximize the benefit of IT system investments; meet with decision makers, systems owners, and end users to define business, financial, and operational requirements and system goals, and identify and resolve system issues.

Location: Rosemead, CA, 91770 (Hybrid onsite Tue & Wed)

Position: Technical Project Manager

Pay Rate: 130.14/hr

Duration: 18 months or longer

Responsibilities
  • Manage end-to-end delivery of telecommunications and wireless network components for the AMI 2.0 program.
  • Support planning and execution activities, coordinating across IT, engineering, vendors, and business stakeholders to ensure alignment.
  • Track risks, issues, and dependencies, and support timely delivery of cellular and wireless communication solutions in line with program objectives.
  • Ensure adherence to project plans, regulatory requirements, and enterprise standards while contributing to the delivery of reliable and scalable telecom capabilities for AMI 2.0.
  • Manage the end-to-end delivery of the network communications workstream scope across AMI 2.0 program releases (e.g., cellular, mesh, carrier and cloud interconnections, head‑end integration).
  • Drive alignment between network solutions and broader AMI 2.0 system architecture (MDMS, HES, Cloud, SAP, ADMS).
  • Facilitate technical evaluations and vendor assessments with evaluation and selection documentation, including RFI/RFP responses and architecture recommendation development.
  • Develop and present clear, data‑driven recommendations for network communications technologies, deployment approaches, and vendor selection.
  • Analyze technical, operational, financial, and risk considerations to support executive decisions.
  • Lead the development, validation, and alignment of wireless and carrier service requirements, ensuring all requirements are vetted, traceable across design and delivery artifacts, and accurately reflected in the E2E requirements baseline and future releases.
  • Oversee end-to-end delivery of telecom components including planning, design, build, testing, and deployment.
  • Manage scope and schedule ensuring technical deliverables meet quality, performance, and security requirements.
  • Coordinate closely with engineering, cybersecurity, field deployment, and IT teams.
  • Cross‑functional coordination across IT, wireless engineering, field operations, vendors, PMO, and supply management teams.
  • Manage vendor performance, deliverables, and contract alignment for telecom providers.
  • Facilitate regular working sessions, governance reviews, and escalation forums.
Required Qualifications
  • 10+ years of project/program management experience in data/network services, 3

    GPP‑based wireless, networking, or infrastructure delivery.
  • Strong knowledge of telecom/network technologies (MESH, FAN, Cellular, WAN/backhaul, IoT communications).
  • Demonstrated ability to facilitate complex technical decision‑making and architecture discussions.
  • Experience managing cross‑functional teams, system integrators, and multiple vendors in large programs.
  • Strong risk/issue management, planning, and execution capabilities.
  • Excellent communication skills with ability to engage both technical and executive audiences.
  • Experience managing scope, schedule, and financials across multi‑workstream initiatives.
Desired Qualifications
  • Experience with AMI 1.0 and/or AMI 2.0 programs, smart grid, network or device management systems.
  • 3

    GPP cellular solutions, SIM management, or utility telecom infrastructure.
  • Experience with vendor evaluation and contract negotiation.
  • Knowledge of cybersecurity requirements for wireless telecom and grid communications.
  • Experience developing executive‑level materials (decision decks, strategy presentations).
