POSITION TITLE:

Specialist, Budget

JOB DESCRIPTION:

Primary Purpose

To assist in the administration in the budget affairs of the District.

RESPONSIBILITIES:

Major Responsibilities and Duties

* Effectively communicate and provide customer service to other departments/campuses

* Compile pertinent data used to prepare various required reports

* Responsible for account code creation, ensuring proper classification and alignment with PEIMS guidelines.

* Assist supervisor(s) in the preparation of budget development tools for use by district staff in building campus/department budgets.

* Maintain campus allocation formulas and guidelines and recommend yearly adjustments

* Assist campus leaders and other staff in developing, reviewing, and maintaining budgets and verifying completeness, accuracy, and compliance with TEA guidelines and regulations.

* Prepare staffing worksheets

* Review monthly bond construction report prepared by Bond Program Office

* Review, analyze and keep up to date department district website

* Develop and maintain procedures and policies manuals for department.

* Assist with department training during budget development and throughout the fiscal year.

* Keep abreast of technical and state regulations related to funding and program mandates.

* Maintain local board policy for department.

* Comply with policies and procedures established by federal and state law, State Board of Education rules, and local board policy.

* Enforce procedures to address and report fraud, waste, and abuse of public funds.

* Attendance at work is an essential function.

* Perform other duties as assigned.

EXPERIENCE:

Minimum Experience:

* Experience in accounting, auditing, and accounting procedures and other qualifications in governmental accounting as deemed necessary

QUALIFICATIONS:

Minimum

Education/Certification:

* High school diploma or G.E.D.

* 30 credited college hours or 5 years of Budget/Finance experience

* Valid Texas driver's license

* Eligible for coverage under the District's vehicle insurance program

Special Knowledge/

Skills:

* Knowledge of school finance, budgets, accounting system, and office management techniques and procedures

* Must attain a working knowledge of all state laws and regulations pertaining to the reporting of financial information to state, federal, and local agencies

* Ability to work independently and as a team member

* Ability to maintain accurate records and meet deadlines

* Effective communication skills and the ability to exercise judgment in decision making

* Strong presentation, organizational, documentation and training skills

* Ability to read, analyze, and interpret technical procedures, or governmental laws and regulations

Ability to concentrate (detailed work), communicate effectively (verbal and written); interpret policy, procedures, and data; reason, understand verbal instructions, analyze, and differentiate, memorize, read, coordinate district functions, compile, compute, instruct, and maintain emotional control under stress.

Light lifting and carrying (under 15 pounds), sitting, standing, walking, kneeling, repetitive hand motions, hearing, speech, visual acuity, driving, travel (occasional in district travel), inside.
