Executive Director of Procurement and Distribution

JOB DESCRIPTION:

Primary Purpose

To direct the purchasing activities of the district in compliance with applicable rules and regulations; to administer, manage and guide the purchasing department and central warehouse; to administer textbooks in accordance with the laws of the state; to ensure that each division operates efficiently so that adequate materials and supplies will be available when needed by employees and students; to initiate alliances between Lamar CISD and corporations, partnerships and other businesses;

to manage procurement so that expenditures of the District bring the best value to each department and campus in support of student achievement; to manage, create, and expand sponsorship resources for the District; to negotiate strategic partnerships in an effort to accomplish the goals of Lamar CISD.

RESPONSIBILITIES:

Major Responsibilities and Duties

Leadership and Staff Development Expectations:

* Provide administrative leadership for the District in order to obtain quality goods and services at an economical price in compliance with state law and Board Policy.

* Build cross-functional teams to guide and nourish sustainable, long-term growth.

* Provide administrative leadership for the central warehouse and distribution/logistics teams.

* Participate in professional organizations supporting effective purchasing and business operations and encourage staff regarding the same.

* Observe professional and ethical standards of behavior in accordance with the Texas Education Agency Code of Ethics.

Procurement and Logistics Management:

* Provide administrative leadership for requisition to purchase order processing.

* Responsible for District's public perception regarding the expenditure of taxpayer dollars through bid advertisements, open records requests, and disposal of District assets.

* Supervise the development of specifications for bids/RFPs/RFQs and ensure successful solicitations; supervise the submission of vendor award recommendations to the Board of Trustees.

* Select prospective vendors and negotiate contracts; ensure written agreements reflect negotiations and terms properly; assess agreements for appropriate legal terms and conditions.

* Supervise the District's contract management system.

* Meet and/or confer with superiors, school district officials, department heads and managers regarding department operations and activities as it relates to purchasing procedures and use of awarded vendors.

* Supervise all purchasing, warehousing, property management, and textbook operations and activities; formulate and implement operating procedures and reporting systems; determine the overall effectiveness of operations and make modifications.

* Supervise the development and implementation of short- and long-range goals and objectives, and in the development and implementation of departmental policies and procedures.

* Ensure that an awarded vendor list is maintained; evaluate the capability of vendors/contractors that provide services or sell products to the district.

Supervisory Responsibilities:

* Supervise assigned staff including evaluating employee performance, providing counseling and guidance, and recommending disciplinary action when necessary.

* Supervise procurement operations so that supplies, materials, and textbooks are available when they are needed by employees and students.

* Supervise the development and implementation of staff training and safety programs; ensure compliance with safety rules, regulations and procedures relating to equipment operation and use of protective clothing and equipment.

Other:

* Schedule and attend staff meetings; attend board meetings as required.

* Use information and insights provided through assessment instruments, district appraisal process, feedback from line supervisors, and professional development programs to improve performance.
