JOB DESCRIPTION:
Primary
Purpose:
Establish and administer security regulations and procedures to protect students, staff, and property. Supervise and oversee an adequately staffed, trained, and equipped force of certified police officers. Ensure enforcement of all federal, state, and local laws and ordinances and coordinate with outside law enforcement agencies.
RESPONSIBILITIES:
Major Responsibilities and Duties
Department Management
* Direct the daily operations of the district police department to ensure effective law enforcement.
* Oversee the development, testing, and continuous updating of the District's Multi-Hazard Emergency Operations Plan (EOP) in compliance with Texas School Safety Center (TxSSC) standards.
* Ensure full district compliance with state mandates regarding armed campus security personnel (e.g., Texas HB 3 compliance).
* Coordinate enforcement activities with outside law enforcement agencies, other department directors, and campus principals and work cooperatively to develop and implement preventative security programs, gang management plans, and other safety programs.
* Investigate and make recommendations on all complaints and accusations made against district police officers or staff.
* Keep the Superintendent, or in his absence, his designee, personally informed of all sensitive matters, critical items, and matters requiring immediate attention.
* Routinely report administrative matters as necessary.
* Be aware of recent court rulings pertaining to police activity and ensure compliance of district police officers to minimize liability.
* Serve as a key member or advisor to the District's Behavioral Threat Assessment Teams to identify and mitigate potential internal and external threats.
* Lead the effort to reinforce the District-wide culture of safety and security.
* Provide a network of security to meet the District's requirement for all regular and special events.
* Provide routine and random patrols of all district property.
* Monitor conditions throughout the region and send appropriate notifications to enable the District to prepare appropriately for any potential emergency.
* Ensure safety and security are considered in all District design plans for new and renovated facilities.
* Connect with the community through social media, informational meetings, and ambassadorship.
* Work collaboratively with the District's Communication Department to establish effective procedures and protocols with the goal of ensuring accurate and timely dissemination of information.
Law Enforcement
* Ensure enforcement of all laws and ordinances within the scope of board policy and the jurisdiction of the district.
* Oversee investigation of criminal activities occurring within the district's jurisdiction and support other agencies conducting investigations.
* Serve as district liaison to state and local law enforcement agencies and juvenile authorities and represent the district on assigned committees and task forces.
Safety
* Develop department safety procedures, including procedures for safe handling and use of firearms.
* Follow district safety protocols and emergency procedures.
Personnel Management
* Select, train, supervise, and evaluate staff and make sound recommendations relative to assignment, retention, discipline, and dismissal.
* Evaluate the job performance of employees to ensure effectiveness.
* Prepare, review, and revise police department job descriptions.
Administration
* Maintain property room for storage of weapons and contraband confiscated on district property.
* Establish and evaluate efficient scheduling of officers and staff assigned to the department.
* Compile and administer department budget based on documented needs and ensure operations are cost-effective and funds are managed wisely.
* Compile, maintain, and file all physical and computerized reports, records, and other documents required, including affidavits for arrest, incident reports, and activity reports.
* Maintain, update, and publish, as necessary, the Operational Standards manual for the Police Department upon appropriate action by the Superintendent and Board of Trustees.
* Maintain training records of all departmental officers as required by TCOLE.
* Attendance at work is an essential function.
* Perform other duties as assigned by supervisor or designee.
Supervisory Responsibilities:
Supervise, evaluate, and make sound recommendations about selection, placement, transfer, retention, and dismissal of police officers, security guards, and department clerical staff.
EXPERIENCE:
Minimum Experience
* Ten years of increasingly responsible law enforcement experience including three years of management and supervisory responsibility
* Three years of experience as Chief of Police preferred
