JOB DESCRIPTION:

Primary Purpose

The Director of Advanced Programs and Compliance provide strategic leadership and oversight for the development, implementation, and monitoring of advanced student programs while ensuring full compliance with federal, state, and district regulations. This role leads district initiatives related to the District Improvement Plan (DIP), Campus Improvement Plans (CIP), and compliance systems, ensuring alignment to organizational goals, student outcomes, and accountability standards.

RESPONSIBILITIES:

Major Responsibilities and Duties

* Lead the development, implementation, and continuous improvement of the District Improvement Plan (DIP) and support campuses with Campus Improvement Plans (CIP).

* Ensure all plans are aligned to district goals, Comprehensive Needs Assessment (CNA) findings, and student performance data.

* Provide leadership in identifying priority needs, setting measurable goals, and monitoring progress toward outcomes.

* Facilitate collaboration with principals, department leaders, and stakeholders to ensure fidelity of implementation.

* Ensure district compliance with all federal, state, and local requirements related to assigned programs.

* Oversee monitoring systems, audits, and documentation processes to ensure compliance readiness at all times.

* Interpret and communicate regulatory requirements to campus and district leaders.

* Ensure programs and positions are aligned and documented within DIP/CIP requirements, consistent with compliance guidelines.

* Lead and manage the district grievance process in alignment with board policy and legal requirements.

* Conduct thorough investigations, documentation, and resolution of complaints and grievances.

* Provide guidance to campus and district administrators on grievance procedures and timelines.

* Ensure equitable, consistent, and timely resolution of all concerns.

* Oversee the design, implementation, and evaluation of advanced academic programs (e.g., gifted/talented, advancedacademics, or specialized student programs as assigned).

* Monitor program effectiveness and equity of access for all student groups.

* Ensure program alignment with district instructional priorities and student achievement goals.

* Lead the evaluation of programs through data analysis, stakeholder feedback, and performance metrics.

* Monitor implementation of strategies identified in the DIP and CIP to ensure impact on student outcomes.

* Provide regular progress reports to district leadership.

* Support campuses in identifying at-risk student needs and aligning interventions to improvement plans.

* Design and deliver professional development related to compliance, CIP/DIP processes, and program implementation.

* Build capacity among campus and district leaders to effectively implement plans and meet compliance standards.

* Serve as a liaison between district departments, campuses, and external agencies related to compliance and program initiatives.

* Maintain clear, consistent communication with stakeholders regarding expectations, timelines, and outcomes.

* Support district initiatives that promote organizational coherence and student success.

* Supervise assigned program coordinators, specialists, and support staff.

* Provide coaching, evaluation, and performance feedback aligned to district expectations.

EXPERIENCE:

Minimum Experience:

* Knowledge of federal and state compliance requirements

* Strong understanding of CIP/DIP development and monitoring

* Investigative and problem-solving skills (grievances)

* Data analysis and program evaluation expertise

* Effective leadership, communication, and collaboration skills

QUALIFICATIONS:

Minimum

Education/Certification:

* Master's degree or higher

* Valid Texas educator certification

* Minimum of 3 years of leadership experience at the campus or district level

* Valid Texas driver's license

* Eligible for coverage under the district's vehicle insurance program

* Demonstrated experience in compliance, program evaluation, and school improvement planning

Special Knowledge/

Skills:

* Special certification as required by the District's Administration
