The Chief Information Officer (CIO) serves as the executive leader responsible for all information technology functions at the Minnesota State Lottery. The CIO provides expert guidance to agency leadership on resource procurement, system standards, information access, and long‑range IT planning, ensuring that all information systems effectively support the Lottery’s mission, business plan, and operational objectives.
Responsibilities- Provide executive IT leadership, build strategic partnerships, and lead, motivate, and develop IT staff.
- Develop and implement long‑ and short‑term IT strategies, standards, and governance aligned with the Lottery’s business goals.
- Oversee all IT operations, including infrastructure, development, information security, support, and project prioritization.
- Ensure cybersecurity, system integrity, and preparedness for disaster recovery and business continuity.
- Manage the IT budget, resources, and staffing to support agency priorities and effective technology delivery.
- Five (5) years of administrative experience (CIO‑level or equivalent) managing organization‑wide information systems, security technology, operations, and disaster recovery.
- Three (3) years of supervisory experience or managerial experience with staff oversight (selection, orientation, training, coaching, performance management).
- Ability to plan strategically, articulate long‑range goals, and facilitate the planning and development process to integrate IT governance with agency and statewide missions.
- Ability to communicate effectively, build relationships, and report unit progress to executive leadership.
- Ability to communicate effectively with individuals from diverse backgrounds.
- Educational requirements:
a Master’s degree in Information Technology or a related field substitutes for 18 months of experience, a related Bachelor’s degree substitutes for one year, or a related Associate’s degree substitutes for six months.
- Experience with statewide information policies, guidelines, and standards.
- Knowledge of state procurement laws and procedures, including specification preparation, bid evaluation, request for proposal preparation, software procurement, and budgeting.
- Experience in project management, process improvement, and change management.
- Ability to identify, analyze, and solve problems by developing mutually acceptable solutions within budget, staffing, and technology constraints.
- Criminal background check and fingerprint check at the time of job offer for all prospective new employees.
- Ineligibility if convicted of a felony or a crime involving fraud or misrepresentation within five years of employment or ever convicted of a gambling‑related offense.
- Additional background checks include employment reference checks, SEMA4 records check, and driver’s license records verification.
