Utility Manager

A leading international construction company is seeking a highly experienced Utility Manager to support its expanding portfolio of complex infrastructure projects.

The selected candidate will play a key leadership role in managing utility identification, coordination, and relocation activities, ensuring alignment with project schedules, regulatory requirements, and stakeholder expectations. Working in close collaboration with project leadership and external stakeholders, the Utility Manager will support risk mitigation and facilitate successful project delivery in a dynamic, performance-driven environment.

To lead and coordinate all utility-related activities throughout the project lifecycle, ensuring accurate identification, effective coordination, and timely relocation of utilities to support construction requirements while minimizing risk, cost, and schedule impacts.

• Lead utility identification, investigation, and coordination activities across all project phases.
• Coordinate with utility owners, agencies, and stakeholders to facilitate relocation and protection of utilities.
• Develop and maintain utility relocation plans aligned with project schedule and construction sequencing.
• Monitor utility-related risks and proactively implement mitigation strategies.
• Ensure compliance with regulatory requirements, permits, and utility agreements.
• Support design teams with utility data, conflict identification, and resolution strategies.
• Coordinate utility relocation schedules with construction and planning teams.
• Manage utility agreements, permits, and coordination documentation. Track and report utility progress, risks, and impacts to project leadership.
• Support claims management related to utility delays or conflicts as needed.

• Degree in Civil Engineering or a related technical discipline.
• Minimum of 10 years of experience in utility coordination and management within infrastructure projects.
• Proven experience managing utility relocation activities on large-scale projects.
• Strong understanding of utility systems (water, sewer, gas, electric, telecom).
• Experience working with public agencies, DOTs, and utility owners.
• Experience in Design-Build and/or P3 environments is highly preferred.

• Major highway, bridge, transit, or rail projects with significant utility conflicts.
• P3 and Design-Build projects requiring utility coordination during fast-track delivery.
• Projects with complex underground infrastructure and multiple stakeholders.
• Projects exceeding $100M–$500M+ in value.

• Strong knowledge of subsurface utility engineering (SUE) and utility mapping practices.
• Experience with utility coordination processes, agreements, and permitting.
• Understanding of construction sequencing and its relationship to utility relocation.
• Familiarity with design drawings, GIS systems, and utility modeling tools.
• Ability to analyze and resolve utility conflicts and constructability issues.
• Knowledge of regulatory frameworks and utility compliance requirements.
