Position: I.T. VENDOR RELATIONSHIP MANAGER

Minimum Qualifications

  • Bachelor’s Degree in Business, Information Technology, Information Systems, Computer Science or a related field, plus five (5) years of experience in strategic partnerships or IT contract management, including supervisory or lead responsibilities (or equivalent combination of education, training, and experience).
Required Knowledge, Skills, and Abilities
  • Proficiency in performing essential functions and applying all county and departmental policies, practices, and procedures.
  • Strong vendor‑relationship management skills, including development and maintenance of a preferred vendor list, negotiation of contract terms, and oversight of contract performance.
  • Ability to monitor vendor performance against SLAs and OLAs, analyze metrics, and produce reporting to Purchasing and the user department.
  • Competency in managing the Annual Maintenance List, coordinating estimates, ensuring compliance with licensing and contract specifications.
  • Excellent communication, problem‑solving, and data‑utilization abilities; capable of providing guidance and interpreting procedures to others.
Essential Functions
  • Build and manage relationships with vendors that supply products and services to the organization, develop and maintain a decision‑based, quality‑driven preferred vendor list, and communicate it to all departments.
  • Act as the primary point of commercial contact for vendors/suppliers regarding contract negotiations, payments, service delivery, and renewals.
  • Assist in setting selection criteria, evaluate potential suppliers, and negotiate the issue and renewal of all technology contracts.
  • Define Service Level Agreements (SLAs) and Operational Level Agreements (OLAs) in contracts with vendors, ensuring alignment with department requirements and IT specifications.
  • Collaborate with the Procurement team to review and ensure invoices and services are consistent with contract terms.
  • Provide oversight during vendor audits, review audit results against existing contracts, and recommend corrective actions.
  • Monitor and evaluate vendor performance, technology products, and system performance; review results with agency and vendor.
  • Identify new vendors for transformational services, establish contract terms that allow prototype development, and maintain compliance with policy and contract specifications.
  • Manage the department’s Annual Maintenance List, prepare the AML for the budget cycle, secure estimates for annual maintenance costs, and ensure all AML items are covered with purchase orders in place.
  • Maintain compliance with county policies, consult with vendors on questions, monitor financial expenditures, maintain related documentation and reports.
  • Process documentation such as Contractor Performance Reports and Quarterly Vendor Reports, compile data for reporting, and maintain computerized or hardcopy records.
  • Operate personal computer and office equipment to enter, retrieve, review, or modify data; use software such as word processing, spreadsheets, databases, presentations, email, and internet.
  • Communicate with department heads, supervisors, departmental staff, vendors, project managers, clients, third‑party contractors, and other individuals as needed to coordinate work activities and resolve problems.
