Minimum Qualifications

High school diploma or GED preferred; two years of experience in the construction, repair, and/or maintenance of public infrastructure or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required

Must possess and maintain a valid Georgia driver's license; must obtain and maintain Flagging Certification within the time frames established by the department.

Specific Knowledge, Skills or Abilities

Must have mastery of bricklaying, masonry, pipe‑fitting, concrete finishing, or related skill. Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification

The purpose of this classification is to perform semi‑skilled and skilled manual work associated with the construction, maintenance, and upkeep of county streets/roads, rights‑of‑way, water distribution and collection systems, storm‑water and drainage systems, public facilities and property, and other infrastructure as part of a public works/utilities crew. This class is reserved for those maintenance workers that perform skilled work associated with brick laying, masonry, pipe‑fitting, and concrete finishing.

Essential

Functions
  • Performs skilled labor in labor in support of construction, maintenance, and upkeep projects: works independently or takes a lead role in setting; mixing, pouring, and finishing concrete and cement; laying bricks; fitting and laying pipe; and other related skilled tasks.
  • Performs manual labor in support of construction, maintenance, and upkeep projects: lifts, moves, loads, and unloads materials, equipment, tools, furniture, and supplies; digs ditches, trenches, and holes manually or utilizing power equipment; shovels, rakes, spreads, compacts, and levels dirt, rock, asphalt, cement, and other materials; retrieves supplies, materials, tools, equipment and other items and runs various errands as needed; collects and transports materials, supplies, tools, and equipment to and from the worksite;

    and removes litter, debris, and deceased animals from roadways and other county property.
  • Follows established safety procedures: utilizes safety equipment and wears protective gear; monitors work environment to ensure safety of employees and other individuals; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; reports any incidents, accidents, problems, or unusual situations.
  • Performs various manual tasks in support of street, roadway, and drainage projects: builds concrete forms for sidewalks and curbing; pours and finishes concrete; constructs drain boxes; builds and repairs street barricades; grades work sites; installs and removes sidewalks, curbs, gutters, and culverts; cleans, maintains, and repairs drains; installs drain pipes; repairs concrete pipes; clears drainage obstructions from culverts, ditches, and gutters;

    lays and smoothes asphalt; repairs asphalt and concrete; patches/repairs potholes in road surfaces; compacts road surfaces and packs ground materials; installs and repairs pipe; and installs reflective markers in streets.
  • Performs manual work functions associated with construction and maintenance projects for water, sewer and stormwater drainage systems: fits, lays, and installs pipe; repairs sewer connections; digs around sewer pipes to uncover pipes; pumps water from water holes; installs…
