Operations Manager
Summary
Supervisory position responsible for all departmental operations involving flood control repair, maintenance and construction as well as all support divisions. Responsible for management during emergencies and floods. Position requires expert knowledge of waterways and pertinent equipment. Appointed by and serves under contract with the Chaves County Flood Commissioner. FEMA regulation awareness.
ResponsibilitiesEmployee is responsible for all operations, equipment and personnel of the Flood Control department including ensuring that appropriate planning methods and techniques are used for repair, construction and maintenance and that all personnel are performing duties as required. Duties include planning and scheduling of work and staff; preparation and administration of budget and all reports required as well as inspections of equipment, facilities and work performed.
Employee is responsible for all aspects of purchasing, inventory, department safety and accident investigation. Employee must review and comment with County Planning and Zoning for all development plats located within the flood plain submitted to Chaves County for review. Employee must attend all relevant meetings and keep the Flood Commissioner or County informed of all problems and operations. Employee must investigate all complaints from the public and perform follow‑up resolution.
Employee must establish and maintain good rapport with all county, state and district departments or representatives involved in county flood control and interact with the public in a pleasant and helpful manner. Work will be performed both in office and field environment. Employee must know all standard practices and techniques of construction, maintenance and federal, state and local laws pertinent to the position.
Employee must follow all County safety policies and practices and County Personnel Policy as it pertains both to self and those supervised. This is an at‑will exempt position and employee must work the required number of hours to perform duties without overtime compensation as a condition of employment.
Minimum Qualifications: High school diploma or G.E.D.; five years experience, up to four years college/96 hours coursework can be substituted for four years experience. Valid New Mexico Driver’s License with a good driving record.
Desirable qualifications: Twelve years related experience; B.S. degree in Civil Engineering or related engineering and management. Valid New Mexico Class A Commercial Driver’s License with Hazardous Materials and Air Brakes endorsements.
Abilities / SkillsAble to read and write proficiently; perform arithmetical calculations; interact with subordinates and public in pleasant and helpful manner. Thorough knowledge of all flood control maintenance and construction and pertinent equipment and materials. Able to prepare budgets and reports; schedule and supervise efficiently; deal with all phases of engineering; calculate costs.
