This position delivers direct instructional services to english learners placed in out-of-district schools that are unable to receive esl services internally (excluding placements through special education district of lake county (sedol), while also overseeing multilingual intake, assessment, compliance, and program coordination responsibilities. Part ii: minimum knowledge, skills and abilities

A.

Education and experience:

* possession of a bachelor's degree from an accredited university or college.
* valid illinois professional educator license (pel) with the following endorsements: *

pk-12 esl endorsement (required)
* pk-12 bilingual teacher-spanish endorsement (preferred)
* special education teaching experience (preferred)
* experience in teaching dual language or bilingual education (preferred)
* certified and experience with wida screener for kindergarten, wida alternate screener, wida screener (1-12) (preferred)
* certified and experience with ballard & tighe pre-ipt language assessment for pre-school (preferred)

B.

Knowledge, skills and abilities:

* knowledge of language acquisition theory, multilingual education models, el identification and compliance requirements
* experience administering and interpreting assessments such as wida screener, access, iready, and iar
* understanding of curriculum development, instructional best practices, and differentiated instruction
* knowledge of equity, culturally responsive practices, and the needs of multilingual families
* strong classroom management, behavioral supports and instructional technology skills
* strong interpersonal skills to work with families, district staff, school personnel, and external agencies including excellent oral and written communication skills in english and spanish
* strong interpersonal, collaboration, and professional development facilitation skills
* excellent skills in communication, human relations, collaboration and teamwork
* proficiency with technology platforms such as google workspace, excel, ellevation, infinite campus, and related data systems
* ability to plan, implement, and adapt instruction to support diverse learners
* knowledge of classroom management and behavior supports including the ability to adapt instruction and teaching styles to foster student achievement
* ability to analyze data, inform placement decisions, and monitor student progress
* ability to manage compliance documentation, reporting timelines, and multiple priorities

* plan, develop, adapt, and implement curriculum and lesson plans aligned to district goals, standards, and approved courses of study.
* provide instruction in core and age-appropriate esl curriculum using varied instructional strategies, technology resources, and differentiated methodologies to meet diverse student needs.
* assess student academic, behavioral, vocational, and language proficiency levels; evaluate student performance through formal and informal measures; maintain accurate records; and submit required reports.
* facilitate district-wide and state-required assessments, including coordination, administration, accommodations, monitoring, and distribution of results (e.g., access, iready, iar, isa, and other required assessments).
* coordinate annual language screening and placement of multilingual learners, including summer screening (as required), transfer students, and outplaced students.
* ensure compliance with federal and state regulations regarding english learner (el) identification, placement, monitoring, documentation, and reporting requirements.
* maintain accurate home language surveys, language proficiency data, parental notifications, consent forms, placement documentation, and required compliance records in student information systems and el data platforms (e.g., infinite campus, ellevation).
* collaborate with the district registrar, multilingual education department, welcome center, and school personnel to coordinate enrollment, onboarding, and placement of new multilingual students and families.
