Municipal Team Leader – Round Rock, Texas / Central and South Texas

Are you an Engineering leader who is successfully delivering major Transportation projects for Municipalities in Central and South Texas? Garver is seeking a Transportation Team Leader to join our growing team to build and oversee a dynamic portfolio of profitable municipal projects across Central and South Texas. In this role, you will be responsible for the operational & strategic direction of a highly talented team including profitable growth, client development, and project delivery.

You will be provided all necessary tools, resources, and guidance for success. Our leader must be an effective “doer/seller” with the ability to balance team, project and client management, and business development simultaneously.

• Lead business development activities including direct client interaction and engagement
• Develop a strategic business plan and oversee the hiring of a team of team members to assist in the execution of the plan
• Procure, manage, and execute municipal transportation projects for Garver
• Project management, sub-consultant coordination, project/task scheduling, contract scope and fee development/negotiations, managing design team members, civil design, plan production oversight, preparing cost estimates, client management and interaction, business development
• Provide technical competence to serve as a project leader and technical advisor on municipal transportation projects
• Participate in marketing activities such as responses to requests for proposals and requests for qualifications, interviews, and other presentations
• Foster collaboration between design teams and specialized service providers

• Bachelor's degree in civil engineering from an ABET accredited program
• Licensed as a Professional Engineer (PE) in the state of Texas
• 10+ years of experience of winning and managing diverse municipal Transportation projects with a successful track record of delivery on large scale projects for various municipalities (South and Central Texas preferred)
• Practical working knowledge of the AASHTO Green Book, the Roadside Design Guide, the Highway Capacity Manual (HCM), and the MUTCD, as well as other industry standard design manuals and processes
• Experience with Auto Desk Civil 3D, Micro Station, Geopak, Open Roads Designer, and/or other roadway design software
• Strong written and verbal communication skills
• Strong working knowledge of MS Office

• Team leadership skills to recruit, develop, mentor, and oversee a highly motivated team; interface and workload balance with other regional teams; and be accountable to senior management for team portfolio performance
• Project management skills to prepare scope-of-work and level-of-effort estimates for contract proposals; lead and manage team for successful execution of contracted scope, budget, and schedule
• Technical experience in design for roadways, drainage design (closed and open systems), construction sequencing and traffic control, and utility relocation coordination
• 10+ years of team management experience, including experience leading municipal and transportation projects
• Strong business development skills and previous experience with project and client management

• Previous experience in consulting engineering with a primary focus on Municipal transportation projects
• Experience with Auto Desk Civil 3D and/or Bentley Open Roads Designer
• 3D modeling experience
