Responsibilities- Oversee and manage a team of engineers, utility coordinators, and inspectors.
- Coordinate with stakeholders to ensure schedules are met and projects are successfully completed.
- Assist with oversight of Lochner Texas Utility Engineering Department, managing personnel, budgeting, and scheduling for projects including Subsurface Utility Engineering (SUE) and utility clearance.
- Lead a team delivering utility clearance on a challenging, large‑scale TxDOT Interstate Project in the Austin, TX area.
- Apply engineering knowledge to roadway, drainage, and utility improvements for streets, highways, freeways, and bridges.
- Review project documents and utility plans for necessary adjustments.
- Review technical documents such as Standard Utility Agreement packages, reimbursement documents, preliminary designs, and change orders involving utilities.
- Communicate with Utility Owners regarding required adjustments, set schedules, and conduct follow‑up reviews.
- Coordinate with Lochner CEI team, TxDOT, and contractors to resolve conflicts and determine solutions.
- Engage in contract pursuits, research projects, lead proposal writing, meet RFQ requirements, and interview potential clients as needed.
- Support engineering staff in developing utility relocation designs.
- Communicate work and ideas clearly through drawings, documents, reports, and verbal exchanges.
- Oversee production of layouts in Bentley Open Roads Designer and coordinate details with the design team.
- Ensure accuracy and quality through reviewer coordination.
- Complete work within project deadlines.
- Assist in creating and submitting technical reports, specifications, and calculations.
- Coordinate project assignments with other engineers and technicians in the discipline group.
- B.S. degree in Engineering is required.
- Licensed Professional Engineer (PE) in Texas is required.
- 5+ years of experience after attaining PE license leading a team in utility management for conflict identification and clearance on transportation projects.
- Experience in roadway, drainage, and bridge design or construction engineering is a benefit.
- PE experience on TxDOT projects is desired.
- Excellent verbal and written communication skills.
- Ability to represent Lochner in meetings, conferences, and client interviews.
- Demonstrated interpersonal and customer service skills.
- Strong organizational skills and attention to detail.
- Ability to mentor engineers and technicians.
- Experience with Bentley Open Roads Designer is a benefit.
