The Organization:

Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.

At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racket ball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.

Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.

Facilities Manager

The Facilities Manager oversees the planning, budgeting, promotion, development, scheduling, implementation, and evaluation of staffing, services, and facilities and supports programs offered by and through Brushy Creek's Parks and Recreation Department. This includes parks, trails, medians, the Community Center Garden, and District facilities, such as pools, a community center, and a maintenance yard. This position ensures the efficient delivery of maintenance, security, and safety services, including beautification and general repairs of the District amenities and properties.

Job Functions
  • Recruits, hires, trains, and supervises the Facilities staff. Conducts communication meetings, monitors and evaluates direct reports' performance, develops annual goals, addresses discipline issues, and implements performance improvement plans. Ensures staff members adhere to all regulatory standards, guidelines, and District policies and procedures.
  • Oversees the installation, maintenance, repairs, and inspections of all District facilities, including the HVAC systems, parking lots, fire alarm and suppression systems, plumbing, electrical, lighting systems, security, pest management, signs, exterior and interior structures including roof, paint, sealing, and gutter systems.
  • Oversees parks and District facilities capital projects. Partners with District Project Manager and District Engineer, assumes the role of the project owner, preparing project concepts, preparing project plans to define the goals, expectations, needs, and value anticipated from various stakeholders, sourcing funding, translating insights and expectations to project documents, facilitating implementation issues related to scope, budget, and schedule, and the development of maintenance and operation standard operating procedures.

    Informs the General Manager of concerns related to project scope, budget, timelines, risks, and goals as identified in the project plan.
  • Assumes the role of both the project owner and manager. As the project manager, identifies project goals and scope, plans and documents project tasks (including RFPs), ensures timely deliverables, manages all project resources, stakeholder communications, and risk assessments, removes roadblocks, documents progress, seeks frequent interactions with vendors and contractors, audits project progress, and reports issues to General Manager as appropriate.
  • Plans, assigns and monitors the work of the district Security team;
    Acts as primary contact to the contracted external security, plans, budgets, and schedules coverage to support meetings, events, and community patrol;

  • Ensures adherence to the District's Karst Preserve Management Plan standards and undertakes activities to protect District Caves, including maintaining surface and subsurface habitats of karst ecosystems for biodiversity compliance with the United States Fish and Wildlife Service (USFWS).
  • Serves as the District's Americans with Disability Act (ADA) Coordinator for the District parks, facilities, and amenities, including managing its grievance procedures. Regularly evaluates facilities, parks, and programs to identify areas of non-compliance. Communicates ADA issues to the General Manager.
  • Establishes and maintains an asset management program for the Parks and Recreation Department that encompasses programs, aquatics, and maintenance, and facilities such as parking lots, fire alarm and suppression systems, and security systems. Utilizes GIS technology for property identification. Conducts annual asset reviews, integrating updates and recommendations for asset maintenance and replacement. Maintains assets in a manner that improves their efficiency, efficacy, and longevity.
