Overview
Under general supervision by the Community Development or Public Works Departments, conducts field inspections of paving, drainage, water and wastewater construction projects to ensure quality control and conformance with construction codes and specifications; logs results of such inspections and reports results and job progress to other team members; and performs related duties as assigned.
The City of Rowlett offers a great work/life balance schedule by offering a 4 day work week with normal business hours of 7:30 am - 5:30 pm depending on departmental work schedules. Essential Job Functions- Perform a full range of review, inspection and evaluation of public and private construction projects, including street improvements (paving, curb-and-gutters, sidewalks, driveway connections), drainage facilities (storm drains, junction boxes, channels, culverts, headwalls), underground utility systems (lift stations, water and sewer mains, taps, force mains), parks projects and miscellaneous works (earthwork, street lights, traffic signals).
- May perform Right‑of‑Way inspections, including review and approval of permit applications and drawings, inspecting flatwork such as sidewalks and driveway connections, and inspecting franchise utility installations and repair work.
- In conjunction with the Environmental Health division, inspect and enforce SW3P booklets, erosion control plans, and best management practices.
- Communicate verbally and in writing with developers, contractors, engineers, architects, etc.
- Monitor water line, sewer line, and storm drain construction: inspecting trenches for proper backfill and compaction; monitoring trenchless methods; monitoring pressure tests and bacteriological tests of water lines; inspecting compaction of pavement subgrade and base materials.
- Schedule and conduct pre‑construction conferences and coordinate construction meetings as required.
- Maintain clear, concise, comprehensive records and reports related to inspection, enforcement and construction activities.
- Compile, analyze, and evaluate findings of investigations and inspections.
- Conduct final inspections and prepare punch lists to determine completion of various construction projects.
- Prepare investigation reports, enforcement letters, final acceptance letters, etc.
- Review contractors' pay estimates and ensure all work and materials listed have been completed; assist with preparation and verification of contractor’s progress payments, reduction and releases of securities, notices of completion, and minor engineering reports.
- Inspect, monitor, and investigate activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) and the City of Rowlett Storm Water Program; enforce ordinances related to permits, dust control, erosion control, grading, and public improvements.
- Maintain logs, records, and record drawings (as‑builts).
- Coordinate construction and inspection services in cooperation with contractors and other agencies; communicate and confer with utility companies, contractors, public agencies and the general public; answer citizen complaints and requests for information.
- Respond to citizen and stakeholder inquiries and concerns; gather and analyze data to respond or assist in responding to complaints and make recommendations for solutions based on research findings.
- Follow safe working practices and maintain knowledge of safety procedures; perform administrative/office duties as required including attending meetings, entering data, preparing reports and correspondence.
- High School Diploma or GED and a minimum of three (3) years of experience in municipal inspections, highway/utility construction or related field required.
- Vocational coursework in computer aided design, surveying, highway/utility construction or a related field and/or Associates degree preferred.
