Position: Maintenance Specialist I - Streets at City of Rowlett Rowlett, TX

Driver & CDL Requirements

Applicants must have a valid driver’s license and maintain a good driving record in accordance with the City of Rowlett’s driving standards. All traffic citations must be reported to the departmental director or designee within two working days of receipt. Applicants must obtain a Class “A” CDL with a tanker endorsement within six (6) months of employment. Applicants must reside within a 30‑minute response time from the Public Works Facility, with an additional six (6) months from employment to relocate.

Selected candidates will be expected to cover or handle first‑call or backup call when assigned.

Essential Job Functions
  • Assist in performing a variety of specialized maintenance work in assigned area of responsibility.
  • Assist with the installation, maintenance, and repairs of a variety of concrete, signs, grounds, and/or other related items.
  • Assist with the performance of the preventative maintenance of equipment.
  • Operate and maintain a variety of hand and/or power tools.
  • Assist with the completion of various logs, documents, and simple reports regarding quantity of materials handled, equipment operations, and related information.
  • Observe safe work methods and use safety equipment.
  • Secure work sites from hazards as needed.
  • Under direct supervision set up traffic warning devices and barricades and direct traffic around work sites.
  • Assist with the preparation and clean‑up of work sites.
  • Participate in meetings and training sessions.
  • Respond to emergency operations and on‑call situations.
  • Perform other duties as assigned.
  • Assist in performing a wide variety of activities in support of streets maintenance, including temporary and permanent asphalt repair, concrete pouring, and related activities.
  • Carry out temporary or permanent pothole patches, level concrete and asphalt streets and sidewalks, assist with base failure repairs and street overlaying.
  • Respond to and assist during emergency situations such as tornadoes, floods, icing, snow, traffic accidents, and chemical spills.
  • Pours, spreads, and levels concrete; sets forms, ties steel, wrecks forms, backfills, places, spreads, and compacts hot mix; lays sod; uses concrete finishing tools; performs weekly equipment maintenance (oil, fluid, grease, cleaning); bores holes to install rebar; repairs sprinkler systems; cleans work site and unused concrete; cleans concrete tools; hauls old spoil to dump; watches for buried utilities during excavation; sands icy roads in winter;

    hauls materials with dump truck; lifts and carries objects up to 100 lbs.
  • Assist with drainage maintenance, including repairing inlet boxes, storm pipes, flumes, head walls, culverts, bar ditches; grading alleys; pressure washing screens for painting; installing and repairing guardrails and dome posts; maintaining bridges for structural integrity.
  • Maintain regular, reliable, and non‑disruptive attendance and create harmonious relationships with others.
Minimum Requirements
  • High School diploma or GED preferred.
  • No experience required; related maintenance and/or construction experience preferred.
  • Ability to read traffic signs, warning labels, and simple operating instructions.
  • Ability to write work orders, memos, and complete timesheets.
  • Ability to perform simple math such as timesheet completion, mixing chemicals and solutions.
  • Initiative and ability to foresee problematic conditions or safety risks in streets and take corrective action.
  • Ability to work well with department staff and other departments.
Physical & Work Conditions

Must stand, walk on uneven terrain, asphalt, concrete, water, mud, rock, and frequently work in mud which may be knee deep. Ability to lift tools and equipment up to 150 pounds. Job requires reaching, bending, twisting, kneeling, crouching, climbing, and balance to use equipment. May be required to operate foot controls on heavy equipment such as backhoe. Exposure to extreme outdoor temperatures, inclement weather, fumes, and trenching during water operations.
