Responsibilities and Duties

Under direction of the Manager of Public Works, this position plans, assigns, supervises, and reviews work of crews engaged in maintenance and construction of streets, alleys and drainage facilities, traffic signals, traffic signs and markings, and performs related work as assigned. Will coordinate all planning and work with DART and NTTA. Attend all NCTCOG meetings for traffic and signalization. Directs, instructs, schedules, reviews and evaluates the work activities (work plan) of subordinate personnel and provides training on the proper use of light/heavy equipment, trucks, power equipment and materials used in the construction, maintenance on repair of street/drainage facilities.

Monitors and directs the construction, repair and maintenance of streets, alleys, sidewalks, curbs, screening walls, drainage ways, drainage pipes, bridges, box culverts, traffic signals, traffic signs and markings and retaining walls, according to city standard details, Texas Manual on Uniform Traffic Control Devices (TMUTCD) and International Municipal Signal Association (IMSA). Attends planning meetings for future streets infrastructure and signalization. Attends preconstruction meetings for DART and NTTA projects planned in the Rowlett area.

Meets regularly with DART light rail for updates.

Maintains record of work performed, materials used and labor costs for work orders and the asset management system, coordinates repair and maintenance of equipment. Prepares and provides estimates for construction projects and administers contracted projects for the City as directed. Investigates citizens' complaints and takes/recommends appropriate action. Reviews work sites to ensure safety standards and division/city procedures are enforced. Develops and manages annual operating budget.

Assists the Public Works Manager in developing action plans for emergency response incidents.

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Qualifications

High School Diploma or GED.

Minimum five years of progressively responsible experience in constructing and maintaining streets, alleys, sidewalks, curbs, screening walls, drainage systems (including box culverts, bridges, pipes), traffic signals, signs/markings, and retaining walls—using a wide range of equipment—with at least three years of supervisory experience; TMUTCD and IMSA knowledge strongly preferred.

Knowledge of construction repair and maintenance of streets, alleys, sidewalks, curbs and screening walls, drainage ways, drainage pipe, bridges, box culverts and retaining walls; knowledge of materials used in repair/maintenance functions; knowledge of basic safety standards; knowledge of TMUTCD and IMSA preferred. Knowledge of pavement assessment management programs and ability to enter, track, and evaluate work orders and performance measures in the City's asset management software.

Requires the ability to utilize a variety of advisory data and information such as zoning maps, city ordinances and codes, traffic control material, engineering drawings, city policy manuals, and budgets. Requires the ability to perform mathematical operations involving basic algebraic principles and formulas and basic geometric principles and calculations. Ability to communicate with other city employees, management and the public.

Ability to supervise staff. Ability to communicate effectively in written format. Ability to use computer software programs such as Outlook, Word and Excel. Skill in the construction, maintenance and repair functions of streets/drainage facilities. Skill to read and interpret blueprints and city's standard details.

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Ability to work on emergency callouts, nights and weekends.

Physical requirements:

Ability to lift and carry up to 100 pounds and pull, push or drag up to 150 pounds; climb, crawl, kneel, squat, stoop and bend freely when working; work sitting or standing for extended periods of time. Ability to work in extreme temperatures, both winter and summer at night and in the daytime, in all types of weather. Exposure to dust, fumes and loud noises.
