Apex Systems is looking to hire an ONSITE Quality Engineering Manager for our client based out of Richmond, VA.

This is a full-time, permanent opportunity.

This will also have a first‑shift Monday–Friday schedule.

Responsibilities
  • Develop, implement, and maintain project‑specific Quality Management and Quality Control plans aligned with customer requirements and organizational standards.
  • Gather and interpret customer quality requirements, specifications, and governing documentation to support project execution.
  • Create and maintain Quality Control Tracking Logs (QCTLs), ensuring accurate tracking of inspections, milestones, and quality activities.
  • Develop and manage project‑specific quality checklists, procedures, and inspection requirements.
  • Verify submittal status, approvals, and compliance with project quality requirements.
  • Facilitate and participate in design reviews to ensure quality considerations are addressed during project development.
  • Serve as a primary liaison between clients, subcontractors, project teams, and quality stakeholders to resolve issues and drive continuous improvement.
  • Coordinate and support third‑party inspections, audits, and compliance reviews.
  • Document and improve operational processes utilizing industry frameworks such as ISO, Lean Six Sigma, Agile, PMBOK, ITIL, or similar methodologies.
  • Develop policies, procedures, and controls that support quality assurance and regulatory compliance requirements.
  • Lead quality assurance, compliance, audit, and process improvement activities across assigned projects.
  • Conduct internal audits to measure adherence to documented procedures and identify improvement opportunities.
  • Analyze quality metrics and performance data, prepare reports, and communicate findings to project and leadership teams.
  • Develop and maintain quality scorecards, dashboards, and reporting tools.
  • Lead root cause investigations and implement corrective and preventive actions to prevent recurring issues.
  • Drive continuous improvement initiatives focused on quality, efficiency, and operational excellence.
Experience
  • Bachelor's degree in Engineering, Construction Management, Industrial Engineering, Systems Engineering, or a related technical discipline.
  • 5+ years of experience in quality engineering, quality assurance, construction quality, manufacturing quality, process improvement, or related fields.
  • Working knowledge of USACE/NAVFAC Three‑Phase Quality Control processes.
  • Experience creating and managing quality plans, inspection programs, audit activities, and compliance initiatives.
  • Experience working with customers, subcontractors, suppliers, and cross‑functional project teams.
  • Strong analytical and problem‑solving skills with experience utilizing quality metrics and performance data.
  • Experience developing and implementing corrective and preventive action (CAPA) programs.
  • Ability to influence stakeholders and drive results without direct authority.
  • Strong organizational, communication, and decision‑making abilities.
  • Experience leading process improvement initiatives and quality management activities.

  • Lean Six Sigma certification or other quality certifications.
