The Project Development Coordinator is responsible for supporting the Housing Trust’s affordable housing development program involving multi-family housing and limited commercial development. Activities include: participating in site selection and project conceptualization, coordinating consultant work, determining project feasibility, preparing grant and loan applications, predevelopment activity to get to closing, procurement, grant administration, construction management, and coordinating tenant relocation.

PRINCIPAL DUTIES
  • Participate with the CEO, Director of Real Estate Development and the Board’s Project Committee, in identifying new development projects that support Cornerstone Housing Partner’s mission and strategic plan. Project identification includes inspecting properties, preparing preliminary sources and uses budgets, determining market demand, and evaluating factors such as site and permitting constraints, environmental conditions, and historic preservation.
  • Coordinate project feasibility – prepare preliminary budgets, evaluate title issues, site and permitting constraints, environmental conditions, and historic preservation requirements.
  • Procure and coordinate with consultants to assist with feasibility/pre-development and development activities including appraisers, engineers, architects, surveyors, environmental consultants and development consultants.
  • Write and compile applications for project financing; ensure that the terms of financing support project goals.
  • Write and compile permit applications including local and state land use permits (zoning, site plan reviews, Act 250) and oversee the submission by architect and engineers of water/wastewater, stormwater, and building permit applications.
  • Work with Director of Real Estate Development to appropriately represent project and organization in funding and permit presentations and in neighborhood meetings.
  • Work with funders and partners in a supporting role during the pre-application, application, award and post award processes to address conditions and requirements for closing.
  • Perform legal due diligence for all closings – coordinate with legal counsel.
  • Coordinate construction bidding and perform construction management. Manage construction contract, lien waivers and change orders.
  • Perform all grant administration including environmental reviews, compliance with the federal Uniform Relocation Act, Section 3 employment, and Davis Bacon regulations.
  • Coordinate and administer all draw requests for development projects.
  • Coordinate and provide access for consultants and funders during predevelopment and coordinate with utilities and vendor/service providers in preparation for lease-up.
  • Work with management/maintenance staff to monitor and facilitate warranty work.
  • Coordinate organization’s response to the sale of mobile home parks in compliance with Act 252.
  • Provide support, and in some cases consulting assistance, to nonprofit partners that seek to expand their facilities or develop housing.
  • Work with Director of Real Estate Development and provide staff support for the Board’s Project Committee. Participate in staff, program and organizational planning.
  • Is authorized to incur expenses on behalf of the organization for the purpose of implementing project development budgets.
  • Coordinate own administrative needs including answering phones, photocopying, and filing.
  • Complete other responsibilities as appropriate and as assigned by the Executive Director.
