The Facilities Manager is responsible for the safe, compliant, and efficient operation of all building systems and critical infrastructure at 601 Midland Avenue, the New York Blood Center's Rye Campus. This includes oversight of facilities that have blood collection, testing, manufacturing of blood products and distribution, clinical and research laboratories, low-temperature storage environments, warehouse and logistics operations, and administrative office facilities, ensuring all operations meet stringent regulatory, safety, and quality standards.
This role ensures the continuity of critical operations by overseeing temperature monitoring systems, facility utilities, equipment performance, and environmental controls across GMP, GTP, and laboratory spaces. The manager will work cross-functionally with Facilities, IT, Corporate Security, Quality, Blood & Laboratory Operations (BLO), Research (LFKRI), Comprehensive Cell Solutions (CCS), and EHS teams to maintain operational excellence in a regulated environment.
Facility Operations & Infrastructure Management
- Manage the daily operations of all physical plant systems including HVAC, electrical, plumbing, mechanical, structural and life safety elements of the facility.
- Oversee facility operations in blood manufacturing, research and clinical labs, and office environments, ensuring all systems support their specific functional and regulatory requirements.
- Supervise maintenance and custodial staff, contractors, and vendors to ensure work is performed according to NYBC standards and regulatory compliance.
- Lead facilities inspections and preventive maintenance programs for all building systems, including clean utilities and backup power.
- Supervision of 2 direct reports and 20 total employees. Supervises, trains, mentors and develops assigned staff.
- Conducts quarterly employee evaluations and annual reviews of direct reports and secondary staff.

- Implements, and management of work order system. Oversees the timely completion of all work order tickets. Regularly produces reports associated with work order completion.
- Maintains inventory of all Rye assets and the regular maintenance of the equipment.
- Create preventive/predictive maintenance schedule of all Rye assets for in house staff as well as third party vendors.
- Inspects the completed work of assigned staff.
- Biweekly timecard management and PTO scheduling.
- Approval of work completed in Rye through Oracle.
- Reviews and approves orders for all supplies and equipment.
- Leads regular Rye staff team meetings.
- Organization and management of mailroom to ensure all mail gets delivered timely.
- Coordinates and manages the logistics of building space events.
- Daily tours of facility, follows up on ongoing projects and regularly interfaces with staff of different departments in Rye facility.
- Knowledge of building controls systems.
Temperature Monitoring & Critical Systems Oversight
- Maintain oversight of temperature and environmental monitoring systems (e.g., Rees, Isensix, or similar) for all critical equipment and spaces including:
- Low-temperature refrigeration units (e.g., ultra-low freezers at
-80C, cryogenic storage, LN2 tanks,
-30-degree boxes, +4 degree boxes) - Blood storage refrigerators and plasma freezers
- Incubators, clean rooms, and classified manufacturing environments
- Ensure 24/7 temperature monitoring, alarm response protocols, and escalation procedures are in place and functioning.
- Validate and calibrate monitoring systems per quality standards and maintain accurate documentation.
- Respond to and investigate all temperature excursions and ensure timely corrective actions to protect critical inventory.
- Maintains inventory of temperature monitoring equipment.
Regulatory Compliance & Quality Support
- Ensure all facility and utility operations support compliance with FDA, CLIA, GxP, GTP, GMP, CAP, DOH, OSHA, and CDC/NIH biosafety standards.
- Serve as a key point of contact for facility-related matters during regulatory inspections, internal audits, and third-party reviews.
- Participate in CAPAs, change control, deviation investigations, and root cause analyses related to facility and environmental systems.
- Maintain and enforce SOPs, preventive maintenance records, and system validation documentation related to facility and environmental control.
- Support safety programs including chemical hygiene, biosafety, hazardous materials handling, training of facilities staff in coordination with EHS.
Laboratory & Manufacturing Facility Support
- Support cleanroom and classified area maintenance, including HVAC performance, differential pressure, air change rates, and cleanliness levels (ISO 7/8 or equivalent).
