Financial Accountant II

Under the general direction of a Financial Accountant III or IV, the Financial Accountant II will act as a supervisor over staff performing technical and professional financial accounting activities, assist in planning, organizing, and directing the work activities of the staff responsible for the preparation of the Budgetary/Legal Basis Annual Report (BLBAR) and the State's Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted accounting principles (GAAP) and various other statewide financial reports published by the State Controller's Office.

The Financial Accountant II will utilize, including but not limited to the knowledge of governmental financial accounting, auditing, and financial reporting rules and regulations, generally accepted accounting principles, procedures prescribed by the State Controller and the Department of Finance, and supervisory policy, procedures, and responsibilities.

Duties Performed:

  • Manage, plan, and direct the work of professional financial accounting staff that prepare complex financial accounting transactions and compile, analyze, and prepare statewide financial statements and note disclosures in compliance with the budget or other legal requirements and, on a limited basis, statements in compliance with GAAP.
  • Prepare the BLBAR and, to a limited degree, the ACFR and other statewide financial reports that includes the compilation of 2,000+ annual financial reports received from state commissions, boards, universities, agencies, and departments, and the analysis, review, and preparation of complex statewide calculations, transactions, and schedules.
  • Assist and manage financial accounting staff with all activities required to produce the BLBAR and other financial reports, including but not limited to the General Fund preliminary Statements used by the Department of Finance; financial information included in Appendix A of the State Treasurer's Official Bond Offering Statements;
    Budgetary Comparison Schedules, Supplement, and Statistical Schedules for the ACFR; and Accounts Receivable reports.
  • Communicate annual financial reporting requirements to state agencies, component units, and other entities. Communicate with management, other SCO staff, and personnel at the CA State Auditors' Office, the Department of Finance, and other state agencies to properly report financial information and to resolve financial accounting and reporting problems related to the application of GAAP and other legal requirements.
  • Develop and maintain a variety of automated and complex financial accounting and reporting systems and tools used to record and analyze financial accounting transactions and to generate, analyze, and publish financial reports.
  • Provide training and guidance to state accounting personnel on year-end financial accounting and reporting requirements.
  • Evaluate existing statewide financial accounting and reporting policies, controls, procedures, and processes and develop, recommend, formulate, and implement revisions required by changes in legislation, state policies, and financial accounting and reporting standards.
  • Evaluate existing staff training materials, procedure manuals, and on-the-job reference materials and work with other Bureau management to revise these materials as needed. Ensure that financial accounting staff receive the training necessary to do their jobs and to continue their professional development.
  • Ensure the accuracy and timeliness of developing and implementing financial accounting and reporting requirements.
  • Participate in discussions with the State Auditors' Office, the Department of Finance, state agencies, State Controller personnel and others to ensure that financial information is accurate and reported timely.
  • Evaluate current procedures and policies for business improvement opportunities and coordinate with other SCO divisions to effect changes to business processes.
  • Supervise staff monitoring the flow of financial reporting deliverables from state agencies to SCO to support SGR's financial reporting publications.
  • Review, analyze, prepare, and record complex statewide calculations, transactions, reconciliations, and schedules for financial reporting purposes.
  • Supervise communications with state agencies about various problems with their reports and provide direction in correcting them.
  • Supervise staff monitoring the flow of financial reporting deliverables from state agencies to SCO to support SGR's financial reporting publications.
  • Participate as a budgetary/legal basis reporting subject matter expert in development and implementation of the FI$Cal statewide financial accounting system. Assist with interpreting financial reporting processes, documents, and reports for FI$Cal staff and consultants.
