Affiliate Network Program Manager
The Affiliate Network Program Manager serves as the enterprise lead for operational oversight and coordination, fiscal performance monitoring and program governance for UC Davis Health's Affiliate Network. The role provides expert-level consultation on complex, multi-departmental and multi-institutional affiliate arrangements and ensures alignment with organizational strategy, UC policy, regulatory requirements and financial standards, managing initiatives that carry substantial consequences for organizational success.
This role functions as part of a coordinated three-way collaboration between the Affiliate Network (strategy and relationship management), the Medical Group (physician services and provider alignment) and Operations (non-physician contracts and systemwide operational execution). The position works closely with the VP of Strategic Business Development, who provides overarching direction on affiliate matters, ensuring unified prioritization and decision-making across UC Davis Health.
This position serves as an enterprise coordination function, supporting executive sponsors by aligning workplans, timelines, stakeholder engagement and performance reporting without assuming responsibility for service-line execution or outcomes. This position maintains a forward-facing presence with affiliates and internal stakeholders to anticipate issues, monitor ongoing performance and drive continuous improvement. Responsibilities include rate-setting support, quarterly KPI and scorecard development, fiscal risk identification, compliance oversight and facilitation of cross-functional planning and execution.
This role is recognized as an organizational expert in Affiliate Network operations and provides guidance, judgment and structure in areas where precedent may not exist.

Minimum Qualifications- Master's degree in healthcare administration, business, public policy or related field; or equivalent experience.
- Ten or more years of progressively responsible experience in healthcare consulting, operations, business development, strategy or complex program management.
- Recognized skill in navigating organizational complexity, resolving issues without established precedent and applying sound judgment with limited direction.
- Advanced knowledge of healthcare operational models, financial frameworks, rate structures and compliance considerations.
- Demonstrated ability to lead high stakes, organization-wide efforts involving multiple departments, institutions and governance bodies.
- Proven ability to influence and advise executives, physicians and senior leaders across internal departments and external partner institutions.
- Strong analytical, communication, planning and facilitation skills, with the ability to synthesize data and present direction to leadership.
- Ability to establish structure in ambiguous operational environments and drive completion of complex deliverables.
- Lean Six Sigma, PMP or other project management certifications.
- Experience with affiliate partnerships, clinical service agreements, telehealth arrangements or similar multi-institutional healthcare models.
- Proficiency with analytics and reporting tools (Word, Excel, PowerPoint, Smartsheet, Power BI, Tableau or equivalent).
- Familiarity with UC policies, UCOP requirements, UC Terms & Conditions and delegation of authority rules.
