Project Management Consultant

The Project Management Consultant will provide professional project management, Agile delivery, and Scrum Master services in support of Covered California projects and initiatives. The consultant will work with cross-functional stakeholders and project teams to plan, coordinate, monitor, and deliver projects in accordance with established objectives, schedules, priorities, and organizational requirements.

• Lead and support projects from initiation through completion.
• Develop and maintain project plans, schedules, milestones, deliverables, and status reports.
• Coordinate activities across business, technical, and cross-functional project teams.
• Facilitate project meetings, working sessions, and stakeholder communications.
• Track project scope, schedule, risks, issues, dependencies, decisions, and action items.
• Provide regular project status updates to project leadership and stakeholders.
• Apply Agile delivery practices to support iterative and collaborative project delivery.
• Serve as Scrum Master when assigned, including facilitating Scrum ceremonies and supporting team collaboration.
• Identify impediments and coordinate appropriate resolution or escalation.
• Support prioritization, backlog management, sprint planning, reviews, and retrospectives as applicable.
• Coordinate project resources and monitor progress against established objectives.
• Identify project risks and develop or recommend mitigation and corrective actions.
• Maintain accurate project documentation and project records.
• Support requirements, analysis, testing, implementation, transition, and other project activities as assigned.
• Promote effective communication and collaboration among business and technical stakeholders.
• Support continuous improvement of project and Agile delivery processes.
• Ensure project deliverables are completed in accordance with approved requirements and timelines.

The ideal consultant should demonstrate experience in:

• Project management and project delivery.
• Agile methodologies and Agile project environments.
• Scrum practices and Scrum Master responsibilities.
• Managing cross-functional teams and stakeholders.
• Project planning, scheduling, reporting, and risk management.
• Facilitating meetings, workshops, and Agile ceremonies.
• Managing project issues, dependencies, and deliverables.
• Working in complex organizational or technology environments.
• Communicating effectively with both technical and non-technical stakeholders.
