Ultimately responsible for all preconstruction activities within a business unit. Ensures all work is performed to the satisfaction of our clients and meets our internal goals, managing risk effectively and building a high performing organization. Additionally, operates as a key member of the regional leadership team responsible for executing and supporting regional strategy and for promoting McCarthy one company behavior.
Core Responsibilities Preconstruction Department Head- Lead across all lines of Design Phase Services including Estimating, Preconstruction, Design Management, VDC, Self-Perform, providing a collaborative environment for cross training.
- Leads the effort to provide preconstruction services with value to clients and consistent profitability for McCarthy.
- Coordinates preconstruction personnel assignments and provides direction to staff as necessary to balance and prioritize work.
- Establishes and implements training procedures and personnel performance programs designed to provide continuous process improvement and staff development.
- Leads effort to develop and improve preconstruction services and processes.
- Responsible for implementing the use of technology improvements to increase preconstruction productivity and maintain state of the art preconstruction services.
- Participates in regional annual business planning.
- Establishes department budget and maintains G&A cost control.
- Coordinates preconstruction activities with other departments, business units and regions.
- Assists in maintaining preconstruction standards through active participation in the NPSC and inter-regional communications.
- Assists in transition to operations including the purchasing and buyout of job.
- Responsible to recruit, interview and hire new preconstruction staff.
- Work with the business development group in the preparation of preconstruction proposals and preconstruction materials for presentations.
- Participates in interviews and interview preparation for negotiated bids.
- Assists the Marketing department in preparation of responses to RFPs and RFQs.
- Provides value alternative solutions taking into consideration cost, schedule, maintenance, and life cycle cost implications. Oversees value alternate preparation from subcontractors, and internal departments.
- Fills in design gaps for incomplete documents for the completion of estimates. Ensures estimating department has most current design information in the preparation of estimates.
- Prepares and submits contract documents for legal and risk reviews.
- Prepares qualifications and assumptions that align with the contractual requirements of the project.
- Assists in the prequalification process.
- Leads internal McCarthy estimate review and bid process team meetings.
