Construction Project Manager

Location: Sacramento, CA.

Posted Range: $75,504 – $126,126 per year.

Primary Role: Responsible for supervising and managing capital construction project activity, inspection teams, and contract construction in the safe delivery of water and wastewater investment projects in accordance with technical standards, company policies, and state and local regulations. Manage project budgeting, permitting, procurement, construction management, field inspection, testing, commissioning, and project closeout.

Key Accountabilities
  • Manage multiple projects and perform engineering assignments associated with capital investment construction.
  • Efficiently manage contractors, negotiate contract agreements, deliver projects on time and within budget, and report on safety.
  • Promote workforce diversity and lead procurement activities to increase diversity in contracted construction services.
  • Supervise field and contract personnel to ensure safe and timely completion of assignments, adherence to standards and budget.
  • Assist in preparing technical, bidding, and contractual documents associated with delivery of capital investment projects.
  • Establish project budgets, costs, monitor and manage budgets and schedules for medium to small capital investment projects and programs.
  • Provide field construction expertise on engineering and operational issues; support business development activities through analysis and integration of water and wastewater business opportunities.
  • Adhere to engineering standards, specifications, and manufacturer recommendations to support company initiatives.
  • Communicate effectively, provide constructive feedback, and foster an open and honest work environment.
Knowledge / Skills
  • Strong construction management, procurement, and communication skills.
  • Strong field construction experience and ability to manage subcontractors and consultants.
  • Ability to identify risks and rewards of capital projects and work on multiple contracts simultaneously.
  • Team player with strong networking and interpersonal skills.
  • Highly motivated, flexible, and enthusiastic attitude.
  • Knowledge of US environmental regulations, legislation, and industry trends.
  • Effective management skills – planning, organizing, coordinating staff and teams.
  • Understanding of construction procurement processes, project scheduling, execution, and water/wastewater standards.
Experience / Education
  • Bachelor’s degree in civil or environmental engineering, construction management, or related field.
  • Over five (5) years of experience managing and implementing capital improvement programs and construction projects.
Certifications / Licenses
  • Professional Engineer (PE) license and/or construction management certifications preferred.
Work Environment
  • 70% field, 30% office.
Travel Requirements
  • Field. Minimal travel beyond state service area.
