New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
This position is in the High‑Cost Support and Surcharge Program Section. Under the general direction of the Program and Project Supervisor, the incumbent will apply technical knowledge of telecommunications engineering to inform Division management, CPUC administrative law judges and Commissioners of plant investments in a general rate case and surcharge and user‑fee related matters. The incumbent will use their expertise to determine whether proposed plant additions and ratebase elements are necessary, cost‑effective, and useful in general rate case proceedings as well as analyzing high‑cost support issues.
In addition, the incumbent will conduct complex analyses to support recommendations on guidelines and rules regarding surcharge and user fees on telecommunication services, and provide engineering expertise on communications network‑related matters and regulatory activities handled by the CPUC’s Communications Division. The incumbent will serve as a lead engineer for projects on a team of analysts.
- Knowledge of communications network technology and design such as wire line, wireless and/or Internet systems.
- Experience preparing and/or reviewing technical reports or other written documents.
- Ability to clearly explain complex communications technology, in written and oral formats, to a non‑engineering audience.
