Job Overview
The Senior Preconstruction Manager will assume a leadership role in directing and overseeing the preconstruction phase of complex projects. This senior-level position demands a strategic approach to preconstruction management, where your expertise will be crucial in shaping project success. Collaborating closely with design, engineering, and project management teams, you will assess project requirements, develop comprehensive preconstruction strategies, and ensure alignment with project goals.
Key Responsibilities and Essential Tasks- Maintain overall ownership of a project (client expectations, budget and design) until the design is issued for permit and the budget is aligned.
- Advance competence with Rex Moore’s pre-award process and the integrated solutions.
- Train and oversee pre-award team members as required to complete the strategic response to a bid pursuit.
- Maintain existing client relations as well as develop new customer relations.
- Review all bid documents in order to define client’s expectations of scope and identify best strategies to mitigate potential risks/opportunities (manage this into the team’s execution of bid).
- Evaluate and strategize on how to handle particular clients and develop associated bid strategies.
- Develop conceptual designs and how to deliver and negotiate them during bid and during design.
- Obtain, analyze and develop electrical equipment vendor and subcontractor bid packages.
- Develop and manage multiple estimates/estimate teams concurrently whether in estimating or design.
- Obtain, analyze and finalize labor rates and wages with Human Resources and other Design Build Estimators.
- Determine overall pricing based on objective data/tools, historic information and managed assumptions.
- Develop strategic marketing proposals (scope, strategies, VE, org charts, resumes, etc.) and plan for best delivery.
- Follow up on all proposals to determine performance, open up negotiation opportunities and document our findings.
- Advanced knowledge of contract negotiation and risk management between award, thru design and execution.
- Upon an awarded project, communicate the project scope and schedule as well as the strategies used to the engineering and project management teams.
- Lead external design meetings with all necessary parties including architect, owner, utilities, AHJs, other design staff and internal Rex Moore design team.
- Manage scope, budget and client’s expectations during the design process including thorough quality control at major deliverable milestones.
- Obtain construction feedback during and at the end of the project from all departments to determine improvements needed for future projects.
- Identify and develop team leaders and succession plan.
- Attend client meetings and functions as needed.

Rex Moore pays hourly/salary rates commensurate with each employee’s knowledge, experience and skill level.
Work Environment- Business Development Associates typically work in an office environment, although they may occasionally visit worksites to observe a project or to meet with clients. When on worksites, Business Development Associates is to wear personal protective equipment (PPE), always including a hard hat, safety glasses, gloves, work boots and high visibility vest/shirt.
- Working around energized equipment.
- This role requires working in all elements, depending on job location, time of year, heat, cold, rain & snow.
