Purpose

Provide leadership, management, and accountability for the effective production of multi‑functional work teams and processes involved in planning, construction, maintenance, and new services in SMUD’s Substations, Distribution, and Transmission Substation infrastructure.

Nature and Scope

Assist in the development, implementation, and management of department goals, objectives, policies, and priorities in partnership with the department manager. Select, train, motivate, evaluate, and develop subordinate personnel to ensure department strategic objectives are achieved and coordinated with other departments.

Duties and Responsibilities
  • Lead, manage, and account for SMUD’s transmission and distribution substation infrastructure to ensure required capacity, maintenance, and reliability, using specialized technical and professional electrical engineering expertise.
  • Implement innovations in design, equipment, and materials for the Substation lines of business and identify industry best practices for incorporation into SMUD’s infrastructure.
  • Direct the work of a multi‑functional unit, maintaining staffing levels and work quality and ensuring project and operational schedules and budgets are met.
  • Develop and implement work processes, policies, and procedures related to planning, design, construction, and maintenance of SMUD’s Substations, including contracting and compliance with SMUD and customer needs.
Additional Duties and Responsibilities
  • Develop and administer the unit budget, monitor expenditures, reconcile anomalies, and prepare recommendations for the next fiscal year.
  • Provide performance management for subordinate personnel in conjunction with Resource Center Supervisors and Superintendent.
  • Build and maintain team relationships with internal clients and external stakeholders to maximize productivity and achieve objectives.
  • Ensure adherence to SMUD safety policies, federal, state, and local safety regulations, and oversee safety concerns of staff and contractors.
  • Represent SMUD on governmental, industry, and professional committees and participate in forums related to assigned work processes.
  • Provide supervisory on‑call support and respond to emergency situations affecting SMUD power outages.
  • Assist in overseeing internal/external department projects, developing RFPs, negotiating contracts, and monitoring project progress.
  • Perform other related duties as needed; schedule and location may fluctuate based on business needs.
Required Education

Bachelor’s degree from an accredited college or university with major coursework in Electrical Engineering or a related field.

Required Experience and Qualifications

Five (5) or more years of progressively responsible experience in planning, design, construction, modification, or maintenance of transmission and distribution substations, including five (5) or more years in a supervisory role.

Knowledge of

Principles and practices of electrical engineering applied to secondary network planning, design, construction, and maintenance; federal, state, and local safety and hazardous waste laws and regulations; SMUD safety policies; industry best practices; metrics and unit cost development; principles of supervision; and related procedures for contract management, performance evaluation, safety planning, budgeting, and project auditing.

Skills

Effectively lead teams, develop performance plans, manage budgets, coordinate cross‑functional work, communicate complex policies or regulations, resolve technical or managerial issues, conduct presentations, handle emergency jobs, and use relevant computer systems.
