Job Description and Duties

Do you enjoy working in a fast-paced remote-centered environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Analyst III with experience working with FI$CaL data to develop annual budgets.

Under the general direction of the Assistant Chief Budget Officer - Expenditure (Staff Services Manager II), the Analyst III serves as the Budget Specialist and is responsible for preparing and organizing the annual budget development cycle for the California Department of Insurance (CDI). This includes preparing, developing, and administering of the department’s annual budget with the Department of Finance (DOF) via FI$Cal - Hyperion, developing and maintaining the Financial and Business Management Division - Budget and Revenue Management (FBMD-BRMB) systems, and converting FI$Cal reports for the Budget Office.

The Analyst also develops, prepares, monitors, and presents financial data for executive management and Branches/Programs, and prepares and monitors the monthly/quarterly reviews of expenditures for the complex Enforcement Branch’s multi-million budget, which includes the Fraud Division and Investigation Division. Coordination with internal and external agencies and serving as the subject matter expert on fiscal-related topics and issues is also required.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP 2025) and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits.
