Job Summary

The Analyst II serves as a Systems & Reporting Analyst within the Financial Services Unit and is responsible for developing, maintaining, and improving department-wide budget systems, financial reporting tools, and standardized fiscal processes. Under the general direction of the Supervisor I, the incumbent independently performs complex, analytical, and system-focused work requiring a high level of judgment, coordination, and technical expertise.

The position focuses on building and enhancing budget and reporting systems (including One Stream), developing standardized processes to address identified tracking and control weaknesses, and ensuring program areas are trained and supported in the consistent execution of those processes. This role serves as a bridge between fiscal policy, system functionality, and operational execution.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience analyzing financial, budgetary, operational, or reporting data and developing reports, dashboards, or recommendations to support management decision-making.
  • Experience using financial, budgeting, reporting, Enterprise Resource Planning (ERP), or Corporate Performance Management (CPM) systems, such as One Stream, FI$Cal, SAP, Oracle, People Soft, Workday, Hyperion, Adaptive Planning, or similar platforms.
  • Experience supporting system implementations, upgrades, or enhancements, including requirements gathering, business process analysis, testing, documentation, training, or user support activities.
  • Experience performing User Acceptance Testing (UAT), end-to-end testing, system validation, or defect tracking to ensure system functionality and data accuracy.
  • Strong analytical skills with the ability to review, reconcile, validate, and interpret complex financial, budgetary, or operational data.
  • Experience identifying process inefficiencies, control weaknesses, or reporting gaps and developing standardized procedures or process improvements to increase efficiency and accountability.
  • Experience creating technical documentation, business process maps, job aids, user guides, training materials, or written procedures.
  • Demonstrated ability to collaborate effectively with program staff, fiscal staff, information technology personnel, vendors, and management to resolve issues and implement solutions.
  • Ability to independently manage multiple assignments, prioritize competing deadlines, exercise sound judgment, and take initiative with minimal supervision.
  • Strong written and verbal communication skills, including the ability to explain complex technical, financial, or system-related information to a variety of audiences.
Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
