Job Description and DutiesUnder the general direction of the Director of the Budget Office within the College Finance and Facilities Planning Division, the Budget Analyst serves as a key member of the team responsible for the development, implementation, monitoring, maintenance, and management of the Chancellor’s Office State Operations and Local Assistance budgets. This work involves the use of complex budget workbooks and state budget and accounting systems, including FI$Cal, while collaborating with a wide range of internal and external stakeholders.
The Budget Analyst provides technical expertise and support for complex and sensitive Chancellor’s Office and California Community Colleges programs, including the annual budget development and administration process through grants, contracts, and apportionments. The incumbent works closely with program staff, the Accounting Office, Fiscal Services Unit, Human Resources, district fiscal agents, the Department of Finance, the State Controller’s Office, and other stakeholders to ensure effective budget planning, management, and compliance.
The incumbent is expected to possess a comprehensive understanding of budget methodologies, processes, and controls used throughout the Chancellor’s Office. Responsibilities include supporting the administration, oversight, and monitoring of divisional State Operations budgets, the Local Assistance Matrix, and the Set-Aside Review Workbook. The Budget Analyst also participates in the development and delivery of training and guidance to internal staff on budget processes, tools, and related work products.
In addition, the incumbent applies a high degree of knowledge, analytical skill, and independent judgment to support budget advocacy efforts, assist with the development of annual budget requests, and contribute to the ongoing administration and stewardship of Chancellor’s Office and systemwide budgets. The Budget Analyst performs a variety of other budget-related assignments and special projects as needed to support organizational priorities and objectives.

The amount of telework is at the discretion of the Department and based on the Chancellor’s Office’s evolving telework policy. The Chancellor’s Office supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to the headquarters office in Sacramento if an urgent need arises.
