The State Mitigation Planning Unit supports the Cal OES mission and strategic plan through the planning, development, and implementation of mitigation-focused plans. The Unit is responsible for the administration and maintenance of California’s Enhanced State Hazard Mitigation Plan (SHMP or Plan) that enables the State’s access to Federal mitigation funding. The Unit is also responsible for reviewing and updating the California Adaptation Planning Guide (APG).

Members of this Unit frequently interact with stakeholders from Local, State, Tribal, Federal, community-based organizations, and private sector agencies through collaborative efforts such as the SHMP Hazard and Working Groups used to update and implement the Plan. This Unit strives to create innovative and accessible plans that reduce the risk to lives, property, and the environment from natural and human-caused hazards throughout the State.

Under the direction of the Program Manager I (PM I), the Emergency Services Coordinator (ESC) supports hazard mitigation planning efforts, utilizes emergency management experience to guide the implementation and tracking of mitigation actions, and conducts outreach relating to mitigation tasks within the Cal OES and other State agencies and departments. The ESC will also perform duties such as analyzing policies, conducting stakeholder outreach, documenting project updates, performing impact/potential impact examination, and assisting with grant and contract management.

As part of the Hazard Mitigation Planning Division, the ESC applies emergency management knowledge to support coordination, planning, mitigation, and outreach activities. Maintains cooperative working relationships with stakeholders from Local, State, Tribal Nation, and Federal agencies, the private sector, community-based organizations, academic entities, and the general public. Supports the organization, facilitation, and progress tracking of the Hazard and Working Groups that review both the cross-cutting themes throughout the SHMP and the hazard-specific content, with a particular focus on climate impacts and equity priority communities.

The Emergency Services Coordinator works as part of the State Mitigation Planning Unit to implement, maintain, and update the State Hazard Mitigation Plan (SHMP) and other deliverables under the Unit’s purview. This position will focus on the SHMP update efforts, including maintaining relationships with planning partners to coordinate content updates and determining innovative methods to incorporate into the SHMP. The position will also assist with outreach and socialization efforts to ensure partners, jurisdictions, and Californians are aware of the SHMP as a resource tool.
