Position: Supervisory Program Specialist (Import Export Document Analyst)

Job Summary

The Veterinary Services Import/Export Document Analyst (IEDA) provides a variety of program and administrative functions in support of the import and export of animals, animal products, and related activities, including preparing export certificates and permits and issuing permits. You will participate in, evaluate, and direct the daily workload management of all IEDAs in review of import/export health certificates and permits for completion.

  • The duties may include, but are not limited to:
  • Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, and addressing performance problems.
  • Responsible for overall administration of a team of Import/Export Document Analysts, ensuring the proper review of import/export documents, which cover a full range of animals and animal products.
  • Implement guidance and procedures designed to promote uniform application of Agency policies.
  • Provides expert technical advice and training to Import/Export Document Analysts, handling the most complex and controversial situations.
  • Responsible for the training, supervision and oversight of the work of the new IEDAs.
  • Receives, reviews, and evaluates incoming/outgoing animal, poultry, pet bird, animal germplasm, and animal product import/export certificates and permits for completeness and accuracy.
  • Prepares certificates and permits in final format for final review and approval by a Veterinary Medical Officer.
  • Assesses complex interrelations of facts, applying precedence, making variation in procedural approach, and analyzing incomplete or conflicting data with national and international implications.
  • Monitors the efficiency of animals, animal products, analyzes patterns, and recognizes emerging trends.
