The Division of Water Quality, Industrial and Construction General Permitting (ICGP) Unit works to protect Waters of the United States from the release of pollutants present in Industrial and Construction Stormwater discharge. The ICGP Unit has a position open for a Water Resource Control Engineer passionate about meaningful work in stormwater protection by developing and implementing the Industrial and Construction General Permits using their stormwater expertise to determine if the science behind selecting priority Best Management Practices (BMPs) will meet water quality standards or limits.

The ICGP Unit respects a quality work/life balance.

Currently this position requires a minimum of 2 days in the office located at 1001 I Street, Sacramento, CA 95814, two blocks from light rail and public transportation, and near the State Capitol, restaurants, and the Golden 1 Arena.

Duties

The incumbent is part of an interdisciplinary team coordinating with the Regional Water Boards, regulated entities, non-governmental organizations, and the public. The incumbent shall work on the development and implementation of the permits to regulate stormwater discharges from Construction and Industrial sites and facilities to waters of the state. The incumbent shall apply specific engineering knowledge and principles in the completion of the specified duties.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with
Executive Order (EO) 22-25
after July 1, 2026.

Salary Information

CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved
Civil Service Pay Scales.

In addition, note:
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable

bargaining contract.
The salary range(s) included on this job posting do not reflect the reduction in pay.
