The Republican Fiscal Office seeks a hard-working and independently motivated employee for the position of Consultant.

BASIC FUNCTIONS:
Under the supervision of the Staff Director, the position is responsible for performing duties including, but not limited to, preparing written policy and fiscal analyses, providing timely and accurate information to the senators serving on the Budget and Fiscal Review Committee and the Appropriations Committee, and effectively coordinating and communicating with legislative staff, representatives of state government agencies and departments, advocates, and other interested parties.

DUTIES:
The Consultant will perform duties including, but not limited to, the following:
  • Analyzing the Governor's budget proposals and preparing recommendations and alternatives for senators.
  • Assisting senators in preparing for Budget subcommittee hearings and in developing budget and legislative proposals.
  • Analyzing the fiscal effects of legislation and providing written cost estimates for use in the Appropriations Committee.
  • Providing clear and concise written materials for use in various reports.
  • Working with caucus Policy and Communications staff and member office staff to develop materials for use by senators.
DESIRABLE SKILLS AND KNOWLEDGE:
The ideal candidate will have experience with the state budget process, legislative fiscal committees, and state department operations. Experience in Natural Resources and Environmental programs, such as water, forestry, and air quality, is a plus. Experience at the Department of Finance, Legislative Analyst's Office, or a departmental budget or legislative office is also a plus.

Candidates must have the ability to independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary); analyze complex budget and legislative proposals and succinctly communicate the policy and fiscal implications, both orally and in writing; demonstrate initiative and creativity in developing recommendations to improve proposals and advance and advocate for budget and legislative proposals; develop strong programmatic expertise in relevant policy areas;

exhibit maturity and professionalism.

EDUCATION AND QUALIFICATIONS:
Bachelor's degree required. Graduate degree in Public Policy, Public Administration, Economics, or similarly relevant discipline preferred. At least three (3) years relevant experience is required. Please include verification of your degree with your completed application.

Candidates must have a background and familiarity with fiscal policy and analysis. Candidates must also have experience and knowledge of the legislative, budgetary, and committee process, the ability to maintain a high level of analytical proficiency, and/or the ability to develop strong programmatic expertise. The ability to foster positive working relationships in a team environment is essential.

LOCATION, SALARY AND FILING DATE:
This position is located in Sacramento, CA and requires in-person attendance .
The Senate's core business hours are 9:00 a.m.

- 5:00 p.m., Monday through Friday, and may require after-hours or weekend work. Final salary will be commensurate with experience and education. Seniority and significant experience are required to reach the higher end of the salary range.
