Are you passionate about advancing equity and strengthening services for Deaf and Hard of Hearing (DHH) Californians? The Office of Deaf Access (ODA) at the California Department of Social Services (CDSS) is seeking an Analyst II with strong analytical skills and American Sign Language (ASL) proficiency. This role is ideal for someone who has experience in supporting program coordination, grant/contract oversight, community engagement, and serving as a resource to internal and external partners.
In this position, the Analyst II acts as the primary liaison between CDSS and Deaf Access Program (DAP) contractors and grantees. You will support the development and administration of Requests for Proposals/Applications, contracts, grants, budget modifications, and amendments. You will also provide technical assistance to service providers, offering guidance on fiscal management, staffing, organizational structure, and service delivery. The Analyst II conducts and documents on‑site visits, reviews invoices and quarterly reports, evaluates program performance, and drafts corrective actions or recommendations when needed.
The Analyst II also serves as a subject‑matter expert to other government agencies, community‑based organizations, and the general public. You will represent ODA at community events, promote awareness of DHH issues, and support communication access using ASL. ASL bilingual skills are used regularly to collaborate with DAP directors, staff, community programs, and members of the public to ensure culturally and linguistically appropriate engagement.
In addition, the Analyst II prepares written and verbal responses to inquiries from legislative offices, government entities, and community organizations. You will develop public education materials, maintain directories of DHH resources, and respond to questions related to deafness and hearing loss. The position also includes analyzing legislation that affects DHH communities or program operations, preparing testimony and budget materials, and contributing to policy and program development.
The Analyst II may lead or support larger ODA projects and provide administrative backup in the manager’s absence.
This role offers meaningful opportunities to improve statewide access for DHH individuals and to work on initiatives that support independence and equity. Telework may be available in accordance with CDSS policies, with occasional on‑site days, meetings, or community event participation.
Working ConditionsThis position is located in Sacramento County, with easy access to public transportation and major highways. The incumbent may be required to report for in‑office work and attend in‑person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with CDSS policies. The successful candidate must reside in California upon appointment.
