The California Department of Social Services (CDSS) serves, protects, and supports Californians in need, with a mission to empower wellbeing and disrupt systemic inequities. The Office of Deaf Access (ODA) develops, enforces, and monitors policies derived from federal civil rights laws to ensure equal access to employment and public assistance. The ODA provides administrative supervision for services that enable Deaf and Hard‑of‑Hearing (DHH) persons to achieve social and economic independence, overcome communication barriers, and participate fully in society.

Analyst II will serve as the primary liaison between CDSS and DAP contractors and grantees. Key responsibilities include developing and administering requests for proposals, contracts, and grants; providing technical assistance on fiscal management, staffing, and service delivery; conducting on‑site visits, reviewing invoices and quarterly reports, evaluating program performance, and drafting corrective actions or recommendations. The Analyst II acts as a subject‑matter expert to other government agencies, community organizations, and the public, representing ODA at community events, promoting awareness of DHH issues, and ensuring ASL proficiency in communications.
Additional duties involve responding to legislative inquiries, developing public education materials, maintaining directories of DHH resources, analyzing legislation affecting DHH communities, preparing testimony and budget materials, and supporting policy and program development. Telework may be available with occasional on‑site requirements.

- Describe your experience managing contracts or grants, including monitoring performance, reviewing deliverables or invoices, addressing compliance issues, and working with service providers to resolve challenges.
- Describe your experience working with Deaf or Hard‑of‑Hearing communities, including how you built relationships, ensured communication access and cultural responsiveness, and used ASL in a professional setting. Discuss challenges and how you addressed them.
- Describe a time you prepared a complex analytical document—such as an issue paper, budget proposal, program evaluation, policy analysis, legislative analysis, or other report for leadership or external stakeholders. Explain the purpose, steps taken, and outcome.
