Position Summary

The California Association of School Business Officials (CASBO) is the Golden State’s foremost authority on school business. The nonprofit membership organization serves over 30,000 members by promoting excellence and professionalism in all public-school operations. Through advocacy and legislative programs, CASBO’s governmental relations team works to ensure California’s public schools have the financial and operational foundation needed to deliver high-quality education and support services to the state’s 5.8M TK-12 students.

Under the direction of the Chief Governmental Relations Officer, the Director of Policy and Advocacy represents and advances the interests, policies, and legislative priorities of the CASBO before the California Legislature, Executive Branch, state agencies, and other governmental and advocacy organizations.

The Director of Policy and Advocacy is a self-directed, proactive professional who takes initiative, independently identifies priorities and opportunities, and drives work forward with appropriate judgment. The position develops and executes legislative and budget advocacy strategies; monitors and analyzes legislation, regulations, and political developments; builds and maintains relationships with legislators, legislative staff, state agencies, coalition partners, and other stakeholders; and represents CASBO's positions in legislative hearings, meetings, and other forums.

The Director of Policy and Advocacy translates CASBO's Legislative Platform, policy positions, and member priorities into effective legislative and budget advocacy strategies. The position provides policy and political insight and timely recommendations to CASBO leadership and committees, anticipates emerging issues and opportunities, supports member engagement in advocacy efforts, and develops clear and persuasive communications regarding legislative, budget, and policy issues affecting California's TK-12 education system and local educational agencies.

Essential Functions

• 1.Serve as a legislative advocate and spokesperson for CASBO before the California Legislature, Executive Branch, state agencies, and other appropriate forums.
• 2.Develop and execute legislative and budget advocacy strategies for assigned CASBO priorities.
• 3.Build and maintain effective relationships with legislators, legislative staff, state agencies, policymakers, and other key stakeholders.
• 4.Meet with legislators and policymakers to communicate CASBO positions and advance policies that support California school business professionals and local educational agencies.
• 5.Draft and review legislative language, amendments, position letters, testimony, talking points, briefing materials, and other advocacy communications.
• 6.Testify on behalf of CASBO and represent the organization at legislative hearings, briefings, stakeholder meetings, and other advocacy activities.
• 7.Recommend legislative positions and advocacy strategies to the Chief Governmental Relations Officer and CASBO Legislative Committee.
• 8.Identify and pursue opportunities to advance CASBO priorities through legislation, the state budget, regulatory processes, and other governmental actions.
• 9.Monitor legislative negotiations and developments and adjust advocacy strategies as needed.
