Job Description And DutiesHybrid Telework Opportunity
The Research Scientist Staff (RS Staff) plans, organizes, and leads scientific research projects or studies of highly developed scientific scope and complexity, with implications for health care policy, equity, and access. This involves making independent and complex scientific decisions using statistical methods, established guidelines, and technical procedures. Under general direction, and with work reviewed periodically to assure that it meets the assignment’s objectives, the RS Staff is a member of the Healthcare Analytics Branch (HAB) and serves as a team lead in support of clinic data reporting for the Outcomes and Performance Team within the Quality and Performance Section (QPS).
The Primary Care Clinic Data Modernization Act (Sennate Bill 779) revises reporting requirements for the Annual Utilization Reports submitted by primary care clinics and specialty care clinics to the Department of Health Care Access and Information (HCAI). Primary care clinics, which include community and free clinics, offer a full range of primary care services to uninsured and underinsured populations. This bill expands the required reporting elements to include additional patient demographic information, Medi‑Cal program or county indigent information, Medi‑Cal Federally Qualified Health Center and Rural Health Clinic (FQHC/RHC) Prospective Payment System (PPS) rates, labor data, and workforce development data.
