The Information Technology Services Division (ITSD) within CDPH advances its vision of "Healthy Individuals and Families in Healthful Communities" through the provision of high‑quality information resources and technology.

The Enterprise Platform Services Branch is responsible for developing enterprise features impacting all applications while leveraging technology to advance departmental goals of reuse and sustainability.

This is an exciting opportunity to work in a fast‑paced agile environment. We are a collaborative, fun, tightknit team developing and supporting applications built on a low‑code/no‑code framework. We are looking for a motivated self‑starter who can work independently as well with a team. This is a hybrid telework position.

Job Description And Duties

The incumbent works under the direction of the Information Technology Supervisor II, Chief, Application Development and Support Unit 3. The Information Technology Specialist I (ITS I) Business Architect leads, supports, and administers software design and development for CDPH’s enterprise platform services in a Dev Ops environment. Serves as a technical business analyst and scrum leader writing technical user stories, working with Product Owners to understand business requirements, and acts as a liaison between business and the technical team for mission critical applications and systems.

The ITS I is considered a technical specialist supporting the development and maintenance of low code/no code platform systems and/or software applications. The ITS I leads and/or directs projects involving application and database development, technical system configuration, performance tuning, and problem resolution.

The ITS I performs duties within the Software Engineering domain.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    Demonstrated proficiency with Power Platform or other low‑code/no‑code solutions, Application Lifecycle Management (ALM), technical documentation, and experience supporting online systems.
