Job Overview

Join the Covered California team as part of the new Digital Eligibility & Enrollment team. In this role, you’ll help improve the online eligibility and enrollment self‑service experience and shape how millions of Californians access quality health coverage.

Responsibilities
  • Analyze user journeys and identify opportunities to improve digital processes.
  • Translate consumer feedback into actionable recommendations.
  • Review eligibility and enrollment processes in collaboration with cross‑functional teams.
  • Support improvements that make the online portal easier to use and more accessible.
  • Present findings and recommend solutions to stakeholders.
Minimum Requirements
  • Analyst III classification or eligibility for lateral transfer, reinstatement, or list/LEAP eligibility.
  • Strong experience in user journey analysis and digital process improvement.
  • Ability to work collaboratively with policy, operations, customer service, UX/UI, technical teams, and leadership.
  • Effective communication skills, both written and verbal.
Desirable Qualifications
  • Experience translating business goals and customer needs into digital experience strategies.
  • Use of KPIs, customer insights, and user feedback to support continuous improvement.
  • Knowledge of human‑centered design and iterative improvement methods.
  • Experience gathering, refining, and documenting program or product requirements.
  • Strong verbal and written communication skills, including translating business needs into functional requirements.
