Position Summary

The Information Technology Manager (MIT), reporting directly to the Chief Information Officer, is responsible for the effective provisioning, installation/ configuration, operation, and support of all desktop and systems hardware, shared and printers, systems software and their related local and cloud-based infrastructure components. They ensure that systems hardware, computer operating systems and application software are available and secure, enabling system users to offer high quality patient care and complete their required functions.

They will be responsible for supervising the staffing, tasking, leadership, and performance management of Information Systems Specialists. Will be required to float to other locations depending on business needs.

Essential Functions
  • Completes upgrades, installations, repairs and diagnostics for servers and related hardware & software.
  • Applies Operating System patches and upgrades on a regular basis, upgrade administrative tools and utilities and ensure all virus protection tools (server, end-point, definition files, licensing, etc.) are up-to-date and enforced.
  • Develops and maintains installation and configuration procedures.
  • Installs, configures and maintains new services as necessary.
  • Reviews Information Systems Technician’s job descriptions to ensure they are complete and comprehensive.
  • Ensures alignment between staff job descriptions and their job performance reviews.
  • Monitors staff performance relative to assignments and initiates corrective action plans when/where necessary.
  • Mentors and challenges the staff to learn new skills and thereby increase their value to the organization as part of an upwardly mobile path of career advancement.
  • Ensures adequate cross training of staff members as well as schedule coverage during all active clinic hours to ensure timely and competent technical support.
  • Performs daily system monitoring, verifying the integrity and availability of all hardware, server resources, system and key processes, reviewing system and application logs, and verifying completion and integrity of scheduled jobs such as data backups.
  • Ensures all required file systems and system data are successfully backed up to the appropriate media, and media is recycled and set off site (or via cloud operations) as necessary.
  • Performs regular security monitoring to identify any possible intrusions.
  • Works with Information System Technicians, Clinical Applications Coordinator and Human Resources to maintain all Identity Management tasks.
  • Provides Tier II/other support per request from Information Services Department.
  • Repairs and recovers hardware or software failures. Coordinate and communicate with impacted constituencies.
  • Updates and maintains documentation for all duties, systems and processes related to this position.
  • Performs ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, Memory and disk partitions as required.
  • Demonstrates effective and accurate knowledge and practical use of IP computer networks, server technology (physical and logical), storage solutions, cloud operations including Business Continuity and Disaster Recovery, network and application end user support, and deploying and maintaining standalone computer systems.
  • Creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality.
  • Attends approved trainings and workshops in order to stay abreast of emerging and other relevant technologies.
  • Provides Executive team with equipment and service bids in a timely manner.
  • With the support of the Safety Officer, responsible for ensuring the physical site is safe according to regulatory requirements (e.g. Cal OSHA); identifying and coordinating the correction of hazards; and training department staff on required elements.
  • Ensures direct reports’ adherence to department and agency policies, procedures and protocols, including HIPAA compliance and maintenance of confidentiality.
